    The Ministry of Planning revealed, on Monday, that more than 500 companies have been blacklisted, while clarifying the requirements for listing and the conditions for cancellation. 
    The official spokesman for the ministry, Abdul Zahra Al-Hindawi, said in a statement reported by the official news agency, and reviewed by "Al-Eqtisad News", that "there are mechanisms, controls and standards for listing companies that are lagging behind and that breach contractual obligations with project owners, so they are blacklisted. Today, we are talking about no less than 300 companies listed on the blacklist at the level of local companies, and there are no less than 200 foreign companies listed on the blacklist."

    Al-Hindawi added that "the listing process takes place after the affected beneficiary submits a request to the Ministry of Planning in which it talks about a certain company's breach of its contractual obligations and explains it in detail. Then the Ministry of Planning studies what is submitted to it by the beneficiary, and after verifying and confirming that this company is actually lagging behind, it is listed on the blacklist, and the listing period is two years."

    He continued, "Removing a company from the blacklist requires correcting its legal position, and it is required to submit it from the beneficiary who filed the complaint itself that requested the company's listing on the list."

    He pointed out that "there are other procedures that result from the listing even after being removed from the blacklist, including depriving it of contracts for a period of time, and it is also lowered from its classification. For example, if it is in the fifth grade, it is lowered to the sixth grade. Therefore, the lower the classification percentage, the lower the volume of contracts or the level of the contract that the company obtains. This is a moving file, as there are always companies that are included in the blacklist and there are companies that are removed from it."
