Amnesty International reveals: Torture and enforced disappearance haunt Iraqis in Al-Jadaa Center!

Amnesty International reported in a recent report that detainees at the Al-Jadaa Community Rehabilitation Centre in northern Iraq are being subjected to torture and ill-treatment, in addition to enforced disappearances.
The organization documented the cases of eight detainees, seven men and one woman, who were detained at the center during 2023 and 2024, seven of whom were subjected to torture.
The detainees stated that they were subjected to various forms of torture, including beatings, electric shocks, being forced into painful positions, being submerged in water, and having their heads covered with plastic bags.
Relatives of the detainees testified to clear injuries resulting from torture, such as broken fingers and dislocated shoulders.
It is noteworthy that many of these people were transferred to the Al-Jadaa Center after being arrested in the Al-Hol camp in Syria, which holds Iraqis suspected of having links to the terrorist organization ISIS.
The organization conducted field investigations in Iraq during July 2024, interviewing detainees and their relatives, in addition to UN officials.
The report revealed that “seven of the detainees confirmed that they were subjected to torture during their investigation, which led to their conviction with severe sentences based on their confessions tainted by torture.”
The Secretary-General of the organization, Agnes Callamard, called on the Iraqi authorities to stop these violations immediately and investigate them.
She added that “the agreements between Iraq and the United Nations to return Iraqis from Al-Hol camp must ensure that returnees are not exposed to further suffering.”
Callamard stressed the “need for the Iraqi authorities to take urgent measures to end the use of torture and ensure the safety of detainees.”
The report confirmed that “the Al-Jadaa Center is under the management of the Iraqi Ministry of Migration and Displacement, with the support of several ministries and international organizations, including the United Nations. Since 2021, Iraqi security forces have carried out widespread arrests at the center, where they investigate detainees in Al-Faisaliyah Prison in Mosul or in Baghdad.”
The organization recommended “the need to stop torture and ill-treatment, and to hold fair trials for those convicted based on confessions extracted under torture.”
The United Nations called for “investigating these practices and stopping any support that might contribute to complicity in human rights violations.”
