Earth News/ Today, Monday, the Ministry of Labor and Social Affairs issued a clarification regarding the problem of double salary between social protection and a full-time employee.
A ministry statement received by Earth News stated, "The Undersecretary of the Ministry of Labor and Social Affairs, Abeer Chalabi, held a press conference in the presence of the advanced cadres in the Social Protection and Care for People with Disabilities and Special Needs bodies, on Monday, to shed light on the tasks of the two bodies and the problem of double salary and the lack of allocated financial allocations."
Chalabi stressed, according to the statement, that "it is not permissible to combine the two social assistance salaries with the full-time appointee, and this is an explicit violation of the articles stipulated in the Social Protection and Care for People with Disabilities Law, pointing out that legal measures will be taken against those who receive the subsidy salary and the full-time appointee."
She added, "The ministry suffers from a lack of allocations, which is reflected in the non-inclusion of other categories in services," explaining that "the ministry will be able to open the door to inclusion if it obtains allocations of approximately 6.5 trillion dinars to cover large numbers of vulnerable groups."

Chalabi called on citizens not to "be led by weak souls under the pretext of including them in the subsidy salary," noting that "there are commentators and those who trade in the issue of people with disabilities by engaging them in demonstrations in front of the ministry for solemn personal purposes and goals in all segments by not being exploited by these people."
For his part, the head of the Social Protection Authority, the agency of Counselor Adnan Karim, explained, according to the statement, that “Law No. 11 of 2014 defines the categories covered by the subsidy and they are below the poverty line, pointing to the main point of the law in Article 6, which stipulates obtaining the aid from those who do not have any financial resource, whether in the country or other sectors.
In turn, the Director-General of the Department of Social Protection, Zikra Abdel Rahim, pointed out that "the Social Protection Authority continues to conduct data intersection with all state institutions to exclude subsidy abusers, noting that about 80 billion dinars have been recovered from abusers during 2021."
In addition, the administrative representative of the Authority for the Care of People with Disabilities and Special Needs, Ali Al-Helou, stated that “the authority grants an employee a full-time annual leave for the purpose of subsidizing the disabled, and grants a salary to a non-employee employee,” noting that “the authority does not stop the salary for the employee who has a subsidy salary, and that Because it takes into account the disabled, but the matter is settled with the Social Protection Authority, because it is not permissible to combine two salaries according to what the law stipulates.
