    On this subject Economic Academy Dr. Inam confirmed further, that planning in light of decentralization should do popular participation in the provinces and draws the role of target groups in the process of preparing and implementing local development plans , including defined style planning from the bottom, indicating that this matter achieves the principle of president of the principles of development successful which allows the ability of man to choose and help determine regional development goals that reflect the specificity of the region before the planning.

    Iraq is one of the countries that have sought to lay the foundations of a local dimension and reduce economic and social disparities between the provinces of Iraq and raise the level of sustainable human development for the locals all democratic, what necessitated with the allocation of investment funds for the projects , the provincial and regional development within the federal investment budget.

    It continued further, these concepts are in line with Maaakdh the United Nations Development Programme and the first of the Conference (Stockholm) , which was held in June 16, 1972, as it appeared in it for the first time the concept of sustainable development, also took place for the first time to discuss environmental issues and their relationship by poverty and lack of development in the world and pointed documents Conference to the need to use natural resources in a manner ensuring their survival and continuity for future generations.

    He noted that good governance requires the participation of the State , civil society and the private sector . Without participation from the lowest to the highest you can not local governments (provinces) of restructuring and management of public services and development

    communities.

    She added further, the smaller the geographical scope of the community has increased the ability of individuals to participate actively to reach for good governance , and say the possibility of the parties as a result of the negligence of the control center.

    She pointed out that, had the administrative decentralization, as a platform and content in development discourse during the last two decades of the last century and early twentieth century in most of the developing countries of the importance.

    In conclusion , further, that the embodiment of these facts as a formula initially on the ground would be granted the powers of local governments to involve communities in the planning and follow - up development within the framework of democracy is pursuing administrative decentralization in order to achieve the best use of local resources available and the potential and raise the efficiency of the implementation of the adopted goals according to the standard efficiency economic and social justice, but there remains the question of how to make administrative decentralization , a part or a tool in the development process, while the national economy is balanced between sectors and productivity is suffering from a severe concentration of economic activities and the production is based on services rather than goods.
