President Donald Trump has imposed new restrictions on the entry of North Koreans, Venezuela and Chad into the United States to expand the list of countries covered by the original ban, which has been criticized and appealed to the courts.
The president's new announcement keeps restrictions on the entry of citizens of Iran, Libya, Syria, Yemen and Somalia into the United States.
Restrictions on Sudanese citizens have been lifted.
These actions help Trump make a promise to himself during his election campaign by tightening immigration procedures and aligning with his foreign policy vision of "America First." Unlike previous measures, the new declaration does not set a time frame.
"Making America safe is the number one priority," said Trump in a tweet on Twitter. "We will not enter those countries we can not safely examine."
The new declaration does not impose restrictions on Iraqis but will be subject to additional scrutiny.
The current restrictions, which were imposed in March, ended on Sunday evening and the new restrictions, which come into force on Oct. 18, came after a court review of Trump's original travel ban and sparked international outrage.
In addition to North Korea and Venezuela, the original ban, which included predominantly Muslim countries, has expanded.
"North Korea does not cooperate with the US government in any way and fails to meet all the information exchange requirements," the declaration said.
A senior administration official told reporters by telephone that the number of North Koreans now traveling to the United States was very low.
Amnesty International has condemned the new procedures.
"Just because the original ban was particularly terrible does not mean we must support another version of government-imposed discrimination," the organization said in a statement.
"The ban, which includes entire nationalities for people who often flee the same violence that the US government wants to remove, is unreasonable and harsh.
The American Civil Liberties Union said in a statement that the addition of North Korea and Venezuela "does not overlook the fact that the administration's order is still a ban on Muslims."
The White House portrayed the new restrictions as consequences for countries that did not meet the new conditions for screening immigrants and issuing visas, and said these requirements were sent in July to foreign governments that had given 50 days to make improvements if necessary.
A number of States have made improvements by enhancing the security of travel documents, reporting loss or theft of passports and other States have not done so, which has led to restrictions.
The new announcement comes as the US Supreme Court prepares to hear arguments on October 10 about the former Trump order and whether it discriminates against Muslims.
A White House aide said Trump had received a series of policy recommendations on Friday from Ellen DeWick, acting secretary of homeland security, and other administration officials, including Justice Minister Jeff Sessions and Foreign Secretary Rex Tillerson, briefed him on the matter.
Before the new announcement, Trump told reporters: "The tougher the travel ban, the better."
After the attack on a London subway on Sept. 15, Trump said in a tweet on Twitter that the new ban "should be bigger, tougher and much more specific, but unfortunately this would not be politically sound."
