    The Secretariat of the Council of Ministers announced on Sunday evening, the adoption of a draft law on social insurance unified public and private sectors. "
    "The task of reform in retirement is one of the most difficult areas of reform in any country in the world. It requires a long-term process under political and technical challenges," the secretariat said in a statement.
    "Iraq has taken the first and most important step in the history of this reform when it issued the unified retirement law No. 27 of 2006, which was established to integrate the retirement scheme in the public and private sectors."
    "Despite the huge challenges facing Iraq, there has been a continuous pressure to move to the system of allocated benefits, which effectively affects the financial sustainability of the pension system, coupled with the vagaries of the political environment and difficult security conditions."
    "Iraq faces a major challenge in moving towards a retirement system that is in line with international best and best practices, taking into consideration the social preferences, the specific circumstances of Iraq and what has been achieved, and any medium and long term path to ensure the aging of its entire population."
    "The pension system in general contains many disadvantages, such as the existence of a dual system of retirement and large disparities, as the system does not encourage the movement of labor and exacerbate the imbalances between the public and private sectors," indicating that "does not support the existence of mechanisms for the transfer of benefits fully Through the public and private sectors. It reduces the availability of private sector employment with the difficulty of privatizing state-owned enterprises because of concerns about the fate of their employees. This leads to the reduction of welfare and hindering the adequate allocation of human resources and the sacrifice of rights or benefits in the case of moving from one sector to another. "
    "The Iraqi government adopted the draft unified social insurance law for the public and private sectors, and the following principles were adopted in the draft law approved by the Council of Ministers namely justice, equal, sufficiency, flexibility, financial sustainability."
    She pointed out that "the most important features of the draft law is the inclusion of all branches of social insurance, provided for in the laws and regulations of the International Labor Organization and the World Bank, which were not insured in Iraq previously, such as insurance (maternity and unemployment and unemployment and the informal sector).
