    For its part, the federal government sent a representative to the province of Maysan. The Government delegate met with the Governor, the Chief of Police and other officials. Prime Minister Haider al-Abadi is expected to issue a final decision on the conditions of the province within three days after hearing his report.
    Maysan parties are demanding the dismissal of both the police chief and the governor because of their failure to put an end to tribal conflicts, increasing killings, kidnappings and the growing drug trade.


    The arrest of wanted men arrived in Maysan last Sunday, 4 military regiments to participate in a security operation to hunt down lawbreakers, arms and drug dealers, and the disarmament of heavy weapons, according to the leadership of operations Rafidain. 
    An official source in Maysan said, "More than 35 suspects were arrested, mostly in the morgue and al-Kahala, east of Nissan, three days after the start of the security operation. They were arrested on the first day." 
    "The arrests were random, and after the investigation, maybe only 20 detainees will remain," the source, who spoke to al-Mada by telephone, said on condition of anonymity. He disclosed that "among the detainees are drug dealers and holders of unlicensed weapons." "During the operation a number of medium-caliber weapons were controlled," he said.
    The operations of Rafidain, announced last Monday, the launch of the operation with the participation of the army, the tasks of Dhi Qar and Muthanna emergency regiment and the elite group of Wasit province and the emergency regiment of Maysan I, in addition to a special military force of the Operations Command and a force of the Directorate of Security and Intelligence Rafidain. 
    According to the official source, the troops are pursuing members of a clan who control al-Shaib port, the only border crossing between Maysan and Iran.

    "The revenues of the port reach up to 4 billion dinars a month if it works at full capacity," he said, adding that "the revenues of the port of Safwan rose to 17 billion dinars and 200 million per month, after the removal of the government gangs."
    The prime minister's envoy, Turhan, who arrived in Maysan on Tuesday, heard details of the events there and how the clan controls the border post and the oil transfer. 
    The official source in Maysan that "the Mufti met with members of the provincial council and the police chief and the province," noting that "the governor demanded the dismissal of the police chief."

    In turn, the Mufti apologized for making any details about the results of his visit to Maysan. "I was on a specific mission by Prime Minister Haider al-Abadi to Maysan and then I returned from it," he said.

    The third campaign

    Two previous campaigns, launched with the participation of forces outside Maysan in March and May, failed to put an end to armed tribal conflicts. 
    In a related context, MP Maysan Mohammed al-Chihod questioned the success of such military operations in establishing security in the province.
    "The local government is unable to control the security, and there are hundreds of arrest orders," he said. "The criminals will return after the end of the operation, which will not exceed two weeks." 
    Five hundred members of the rapid regiment, which carried out the first operation in Maysan, managed to install security for only a few days. 
    Sarhan al-Ghalibi, head of the security committee in Maysan, called for "the return of these forces to carry out new operations," adding that "the force has missions in other provinces."

    Adnan Jassem, a member of the Dawa Party in the Council of Maysan, holds the government in Baghdad responsible for the situation in the province and the chaos at the border post. 
    "We have no hope of an end to tribal conflicts, but we hope some of the armed manifestations will recede during the last campaign," Jassim said in a telephone interview with Al-Mada. 
    The previous security operations, called by the National Security Council in February, failed to limit the weapons, but succeeded in reducing the drug trade, which began to spread in Maysan and some southern provinces.
    The investigation of a previous newspaper, published (range), has confirmed that some of the military operations in Maysan carried out by the federal government was to control the drug trade.
