    He said that the percentage of employees mentioned if it is true, it means that there is mismanagement by the provincial government in the issue of appointments because this number exceeds the operational ratio of the region, indicating that there is a railway and a number of staff while the region does not own any train.

    Saleh pointed out that the financial relationship between the center and the region must be built on justice and efficiency and should remove these obstacles and restore rights to normal through the application of the system of fair governance, noting that the region in the previous period occurred in a serious error when opening appointments, The relationship with the center has become its expenses unable to cover the expenses of the staff of the region, and therefore pay them 40% of their salaries every 3 months.

    And on the budget Saleh said: The government is currently disbursing expenditures based on 1/12 of the expenditure last year for ongoing projects, but the new services will be pending until the adoption of the budget, which means the disruption of the economic growth of the country internally, On the external level, Iraq It has external financial obligations, especially the International Monetary Fund and the World Bank, and their agreement provides for an annual budget with specific time limits according to financial planning, which means that the delay of approval has negative indicators.

    Saleh stressed that there is a phenomenon that is not good in every election year, which is not approving the budget, which gives a bad impression that the democratic authorities are attacking money in one way or another and Parliament is not interested in the public interest, stressing that the national interest requires the adoption of the budget and not to occupy things Partial, because it is a federal budget for all of Iraq and not a specific category.
