    A preliminary reading of the Iraqi-American statement issued this evening, Wednesday (July 24, 2024), regarding the joint security cooperation dialogue between the United States and Iraq, shows that the situation remains as it is, and even reinforces the American discourse with the disappearance of the Iraqi voice calling for the withdrawal of forces from Iraq.
    In terms of reinforcing the American discourse, the statement included this paragraph: “ The delegations also discussed efforts to build the operational capacity of the Iraqi security forces through U.S. military assistance and security cooperation programs, including through foreign military sales and foreign military financing. Both sides stressed the importance of continued cooperation to ensure the sustainability of U.S.-origin military equipment used by the Iraqi security forces ,” a “warning” not to deal with “foreigners” to arm Iraqi forces and an emphasis on the need for arming by the United States.
    The most prominent point in this paragraph is “ The two sides also explored opportunities to expand Iraqi participation in regional military exercises led by the US Central Command and to strengthen the Iraqi army’s relations with the service component leaderships of the US Central Command ,” which is the possibility of Iraq participating with the US Central Command in their training alongside the forces allied with them in the region.
    “ The two sides also decided to begin work on a memorandum of understanding to provide an enhanced framework for their bilateral security relationship in the coming years, including mechanisms to ensure the continued defeat of the terrorist organization ISIS ,” which is considered a long-term promise that currently relies on a memorandum of understanding only, meaning that a bilateral agreement may or may not be concluded in the coming years.
    The two delegations " reaffirmed that the advisory mission is in Iraq at the invitation of the Iraqi government to support the Iraqi security forces in the fight against ISIS and to support and develop the Iraqi security forces, including the Kurdish security forces. The Iraqi representatives reaffirmed their absolute commitment to protect the personnel, advisors, convoys and diplomatic facilities of the United States and the international coalition countries."
    The rest of the statement read:
    The two delegations reached an understanding on the concept of a new phase of the bilateral security relationship, which includes cooperation through liaison officers, training and traditional security cooperation programmes.
    The two sides reaffirmed their commitment to security cooperation and shared interest in regional stability and discussed a range of bilateral security issues under the 2008 U.S.-Iraq Strategic Framework Agreement.  
    The US and Iraqi delegations reaffirmed their commitment to developing Iraq's security and defense capabilities and their determination to deepen security cooperation across a full range of issues to advance the two countries' shared interest in Iraq's security and sovereignty and regional stability.
    - The two sides decided to establish a bilateral high military committee to analyze three factors - the threat posed by ISIS, operational requirements, and the capability levels of the Iraqi security forces - to determine the future of Iraq. The international military coalition in Iraq. The dialogue continued during the Joint Security Cooperation Dialogue.
    A detailed joint statement is scheduled to be issued on the future of the missions and presence of the international coalition in Iraq.
    The two sides stressed the importance of Iraq continuing to provide support to the international coalition to defeat ISIS in Syria and around the world.
    - Delegations discussed the continued urgent need to return displaced persons and detainees currently in north-east Syria to their countries of origin and support their reintegration.
    This statement was published by the Iraqi and American Ministries of Defense to ensure that there is no contradiction in the statements that have recently increased excessively between those who say there is a withdrawal and those who say there is no withdrawal. 
    This statement proves beyond doubt that an American withdrawal at the present time is unlikely and for the "coming years" the Iraqi governments and the state must deal with the Americans and their forces without a bilateral agreement.
