    The Ministry of Planning confirmed that the five-year development plan targets different sectors and does not include traditional treatments, while it set the end of July as the date for its launch.
    The ministry’s spokesman, Abdul Zahra Al-Hindawi, said in an interview with “Al-Zawraa”: After two years of preparing the five-year development plan, it has been completed and will be launched at the end of July. He explained: The plan was participatory, flexible, applicable and implementable, and its goals and targets were implemented.
    He added: The plan covered all development sectors in all their details, in addition to the social sectors, according to a new philosophy based on the fact that innovation is the basis for non-traditional solutions and treatments, meaning that we do not go to traditional treatments as has been the case, but rather we go to an innovation process in light of the variables that the world is witnessing, sometimes climatic, sometimes health, and sometimes.
    He explained that the National Population Policy Document was launched and included 11 main axes related to childhood, health and housing, in addition to education, work and support for vulnerable groups, in addition to empowering youth and women and an axis related to the causes of internal and external migration.
    Al-Hindawi explained that each of these axes includes a set of policies and goals that are translated into procedures. Noting that these procedures are development plans.
    He pointed out that the ministry intends to launch work on the 2024 and 2028 development plan. He stressed that the plan took into account population increases, requirements and development gaps.
    He continued: The results of the general population census scheduled to be implemented before the end of this year will be used to indicate development gaps, and thus develop plans and policies and absorb population increases and transform them from burdens into effective development engines.
    Earlier, the Minister of Planning, Mohammed Ali Tamim, confirmed that the numbering and enumeration operations for the general population census will begin at the end of this month.
    The ministry said in a statement that “Deputy Prime Minister and Minister of Planning, Mohammed Ali Tamim, chaired an expanded meeting of governors, their deputies and representatives of local governments, during which the governorates’ preparations for conducting the general population and housing census scheduled for 11/20/2024 were discussed.”
    It added that “the meeting discussed the project plan within the regional development program, the rates of completion and the difficulties facing the implementation of these projects, and the measures taken regarding the release of disbursements to the governorates,” indicating that “the meeting was attended by the governors of Baghdad, Basra, Anbar, Najaf and Diwaniyah, while the deputy governors of the remaining governorates, the undersecretaries of the Ministry of Planning, the head of the Statistics Authority, the national census advisor, and a number of directors general in the ministry attended.”
    During the meeting, Tamim praised, according to the statement, “the great tasks and efforts made by the governors and local governments in order to advance the development and service reality in the governorates,” noting “the importance of their role in conducting and making the general population census a success.”
    He called for “providing and completing all requirements for the success of the census project, due to its great developmental importance, because the success of the census will contribute to achieving justice in the distribution of wealth between the governorates, by indicating the development gaps, and removing injustice from them by stating the accurate and real numbers of the population of each governorate.”
    He stressed that "the population census project is a national project that requires everyone's participation in its success, at the level of ministries, governorates and citizens," stressing "the importance of the media's role in defining this importance, and clarifying the role of researchers and enumerators who will implement the census electronically, whose number will reach more than (130) thousand researchers and enumerators from teaching staff, employees and graduates, the first batch of whom are now being trained, who will undertake the numbering and enumeration operations that will start throughout Iraq on 7/31/2024, and will continue for two months, and then the other batches will be trained to conduct the general population census."
    He pointed out that "the initial results of the census will appear within 48 hours, while the detailed data will appear within a few weeks."
    For their part, the governors and representatives of local governments expressed their “full readiness to provide all requirements for the census project according to their available capabilities,” stressing “the importance of the success of this project, as it will provide important data about the reality of each governorate, and thus develop development plans to change the reality for the better, in addition to ensuring the governorates’ rights from the budget according to the accurate and real population number.”[/size]
