    Despite the great transformation that took place in Iraq after 2003 in terms of pluralism and relative improvement in the democratic field and the peaceful transfer of power, the human rights situation in the country is still being challenged by local and international human rights organizations in terms of violations against citizens, both by Groups of violence and terrorism, or by official bodies in Iraqi prisons and institutions.
    According to local and international organizations, the human rights issue has not been the top priority of the decision-maker in the country, while human rights activists complain that successive Iraqi governments have implemented only a fraction of the recommendations and conditions demanded by the UN human rights organizations in Iraq , Which may "lead to the overall recommendations in the reviews of the next human rights issue."
    In an effort to promote human rights in Iraq by respecting its international obligations, a coalition statement was announced in Baghdad yesterday. The coalition said it would work for a full year to "submit a parallel report to the Human Rights Council to be reviewed in November 2019 in the United Nations, or the so-called universal periodic review ".
    The statement pointed out that the coalition "contributes to bear part of the suffering of citizens and expose and detect many of the daily violations suffered by the Iraqi citizen."
    He called on "citizens and all those who have files and documents on the violations to which they are being sent to the coalition," denying the link to "elections or the pursuit of positions and privileges through the umbrella of humanitarian action."
    It is noteworthy that the declared coalition includes initially 12 organizations distributed throughout the Iraqi map, including the organization "Shlomo" for documentation in Mosul and the "Peace and Development" in Kirkuk, and the "Metro" in the province of Sulaymaniyah and the "Iraqi Solidarity for Youth" in Anbar, In the province of Karbala and the Sawa Human Rights Organization in the province of Muthanna South.
    According to the Declaration's authors, the main topics to be addressed in the 2019 review report include some 17 items, including the rule of law on prisons, torture and justice, government policies and their conformity with international standards, women's health and civil rights and minority status Armed conflicts.
