    Economist Dr. Hilal altaian that application of the law on customs tariff partially reduce the high prices being applied to materials and goods did not negate the lives of citizens directly.

    All I know is, it hasn't passed yet, and they keep putting it off for some reason, so it makes sense to me that there's a reason for that,  and I believe Duck.  He had an explanation but I can't remember now

    He explained, “Goods entering the country will be classified according to three categories. During the first year, the law will be implemented on luxury goods, in the second year the law will be applied to basic commodities and in the third year the law will cover non-essential commodities.”
    He added, “This mechanism, which is extended over a period of three years, gives the authorities concerned with developing the infrastructure to implement the law the necessary opportunity to accomplish their tasks.” He explained, “The application of the customs tariff law needs a large computerized system and a high level of supervision.”
    Before 2003, Iraq imposed customs tariff on goods in accordance with Law No. 77 of 1955.     Yet the Iraqi parliamentary economy and investment committee believes that the proposal to implement the customs tariff law according to a three-year plan is not related to completing the infrastructure necessary to apply the law, but rather to settling the conflict between the central government and the semi-autonomous Kurdistan Region regarding the management of border crossings.
    There are 13 border crossings linking Iraq to neighboring countries, as well as five airports in the Kurdistan Region alone, and five seaports. Chief among these are the Ibrahim Khalil border crossing between Iraq and Turkey, the al-Waleed and Rabia crossings with Syria, the Trebil crossing with Jordan, the Arar crossing linking Iraq to Saudi Arabia and the Shalamjah crossing and Mundhiriyah port linking Iraq to Iran.
    Since the early 1990s, Baghdad has not controlled the Ibrahim Khalil crossing with Turkey, Administration of the crossing was turned over to the Kurdistan Regional authorities. Post-2003 up to today, the situation has remained unchanged. 
    The Ibrahim Khalil crossing is located approximately 70 km (43 miles) northwest of the city of Dohuk, the capital of Dohuk province. It is the primary crossing that connects the Kurdistan Region with Turkey, and is the main commercial land gateway between Iraq, Turkey and European countries.

    Published «morning» text of the second amendment to the customs tariff law No. 22 for the year 2010 the rate approved by the Chamber of deputies at its Monday.

    Rule – 1 –
    Repeals article (11) of the customs tariff law No. (22) of 2010, amended and replaced by the following:
    Article – 11 –
    I.
    This law, is the selection and designation of goods imported under each phase coordination between the General Administration of customs and the Economic Affairs Committee in the Cabinet that does not exceed the ceiling of the last stage and access to the full application of the provisions of the Act three years from the date of its publication in the Official Gazette.
    II. the Minister of finance directed the implementation of this law.
    III. this law as of June 30, 2012.
    Article 2 –
    Repeals article (9) of the customs tariff law No. (22) of 2010, amended and replaced by the following text:
    Article 9 –
    I. eliminates tariff Act (No. 77) Act 1955 and the Coalition Provisional Authority order (now defunct) No. 54 2004 (General trade liberalization policy 2004).
    II.

    I never said they were'nt out of 7, thats an 8 up there not a seven an tarriffs has not come out in gazette so its not law yet :lol:
