A new escalation between Iraq and Kuwait is due to the Khawr Abd Allah crisis

After the signing of an agreement with Kuwait in 2012, and allowing the Kuwaitis to practice maritime navigation in Khor Abdullah, the Iraqi fishermen's boats are occasionally being harassed and arrested by the Kuwaiti Coast Guard.
The Iraqi Fishermen's Association announced the arrest of a number of Iraqi fishermen in Khor Abdullah. The head of the Fishermen's Association in Al-Faw district in Basra province, Badran al-Tamimi, carried out armed attacks against Kuwait against the backdrop of its security authorities "attacking" their colleagues.
Al-Tamimi said that "a patrol of the Kuwaiti Coast Guard intercepted an Iraqi fishing boat in the area of Khor Abdullah and fired him, and arrested the workers on board," noting that "the Kuwaiti patrol took the seven Iraqi fishermen towards Kuwaiti territory."
He warned deputies to escalate matters with the Kuwaiti side demanding a review of the navigation agreements, and believes MP from the province of Basra, Faleh al-Khazali, that "the repetition of Kuwaiti attacks on Iraqi fishermen is a violation of Iraqi sovereignty."
"The attack on fishermen is an attack on the sovereignty of Iraq, not only the sailors," Khazali said. "This is not the first time that Iraqi fishermen have been attacked."
Al-Khazali called on the Iraqi government to "reconsider maritime agreements with Kuwait, conclude new agreements with Iran and control and protect Iraqi waters."
"It is normal for the Iraqi fishermen to cross over Kuwaiti territory," said Adnan al-Asadi, a member of parliament's security and defense committee.
"In all countries of the world, anyone who exceeds the water of the neighboring state is prevented, takes legal action, is arrested and then warns to release him," al-Asadi said in an interview with the Journal News.
"The escalation has existed for years between Iraq and Kuwait, especially after the men of the Kuwaiti Coast Guard using provocative methods with Iraqi fishermen and farmers," said political analyst Najm al-Qasab.
"Today, we need to negotiate with neighboring countries and to identify the areas that are allowed to enter and are not allowed to enter," he told The Journal News.
He pointed out that "to allow these violations come from the weakness of the Iraqi Foreign Ministry in addition to the chaos and the absence of ambassadors deal with it seriously."
"The Iraqi Ministry of Foreign Affairs is called upon to follow up the case of the sailors by appointing a lawyer to defend them," said the director of the Office of the Human Rights Commission in Basra province Mahdi al-Tamimi.
There are about 1,600 hunting crocodiles in the province of Basra, where thousands of families are living through fishing and selling them, and fishermen are demanding the release of their colleagues in Kuwait, noting that "the Kuwaiti authorities deal badly with those who are being arrested."
The Iraqi Interior Ministry said at the end of last year that Kuwait had released four Iraqi fishermen, revealing the presence of 41 Iraqis in Kuwaiti prisons because of issues related to crossing the land and sea borders. Last April, Iraq arrived six Iraqi fishermen released Amiri pardon.
The Iraqi government signed in 2012 the agreement Khor Abdullah, with its Kuwaiti counterpart to "cooperate in the organization of navigation and preservation of the marine environment in the navigation corridor in Khor Abdullah, in the interest of both parties," but observers confirm that the Convention gave priority to Kuwait in control Which angered the Iraqis, who in turn threatened to use force to restore navigation rights in the Gulf and the need not to remain silent about the achievement of Iraq and usually an assessment of the agreement Khor Abdullah.
