There is no doubt that the protests of the southern provinces of Iraq, as well as Baghdad, which has been going on for days, indicate an anger that can turn into an open protest that is difficult to predict. Some analysts believe that behind these events clear messages and other encrypted.
What are these messages? The third reason lies in an electoral system that does not allow the emergence of powerful parties capable of real trading of government, as we see in America and France, where there is an electoral system that imposes citizenship rather than sectarianism,

The open letters are addressed to two parties, the prime minister first, and the large parties winning the second parliament, as their direct responsibility for the deterioration of services and the vagueness of the development model in the country. These open messages are also directed at local governance structures in order to give greater transparency to the disposition of appropriations for service-equipped and completed projects.
The messages encoded behind these protests are first directed at the religious authority, which favored traditional intervention in support of the protesters' demands through the Friday sermon, instead of devising other, more effective and effective means. It is second to the regional powers that are trying to move the Iraqi political scene according to their urgent and future interests. Consequently, Iraq today finds itself facing economic challenges no less serious than security challenges. What are the most prominent solutions expected in the next phase in Iraq? Urgent solutions are the first: the government of Haider al-Abadi to introduce an economic emergency law similar to what exists in Tunisia, for example, resulting in an economic road map that sets its top priorities in the field of services such as electricity and the Internet and urgent economic projects that are compatible with the specificities of each side in agriculture and manufacturing industries. These projects are distributed as close as possible to justice throughout the country.
Second: Develop an operational plan to contain the phenomenon of corruption (its inputs and outputs and the environment it produces). Third: Radically reconsider the education system and make it more compatible with the labor market, a system engaged in modernity and enlightenment thought and based on the methods of rationality, criticism and suspicion and the absorption of the latest science
and technology. The first is to develop a major development plan for Iraq based on large works (dams, roads, railways for the whole country - hospitals, playgrounds, cultural centers, etc.) in a similar way to the Marshall Plan. World War II. An Iraqi Marshall Plan could be established in which America, Europe, the major powers, the Gulf states and neighboring countries would participate. The Iraqi Marshall Plan will certainly absorb unemployment and may need foreign employment.

In this context, it is necessary to develop high-quality research and research centers that will provide the government with advice and proposals along the lines of leading research centers in developed countries.
In general, we say that the Iraqis must draw conclusions from all the experiences of the previous government. They must make sure that eliminating the oppressor as an organization is good, but eliminating da'is in our culture, heritage and religious discourse is the safest way to build an economically strong and civilized Iraq.
