D - The structure and contents of the first part of the curriculum is radically different from the structure, axes, methodology and indicators mentioned in Part II (Appendix). This discrepancy may be problematic in the preparation of the "government program" on the basis of what is stated in the two parts of the "Platform" document. This is what we will explain when discussing the oil sector below.
4 - When comparing this "curriculum" with the "government program" of the outgoing government, we find indicators of qualitative development, especially as mentioned in the first part of the curriculum.
