    First: Preliminary observations on the curriculum
    The observations relate to the formal aspects, content, methodology and background of the curriculum
    1. The  curriculum consists of 121 pages divided into two main sections: the first covers thepremises preparation and axes ministerial platform (32 pages), which seems to be prepared by the Prime Minister - designate Adel Abdul - Mahdi; the second has included an extension text , " a preliminary draft of the details of ministries and programs" Which was prepared by the General Secretariat of the Council of Ministers (89 pages). It has been mentioned that this draft has been used and will be reviewed "in the light of this ministerial platform and the new government strategy and priorities and in cooperation with the relevant ministries" (p. 4).
    2 -  prepared this "curriculum" to "get the confidence of the House of Representatives" now, either "the government program," as stated by the Prime Minister - designate "hoping the government to submit a detailed program ... .. The various ministries pledged during the first 100 days, (P. 5), and this formula is not reassuring for the following reasons :
    The term "hope" is not an obligation but a hope!
    B) Does the government program constitute a set of programs prepared by the different ministries, each with its own program or is the government program integrated?
    C-  Does each of the different ministries comply with its own program and account for it, or is the responsibility for implementation participatory, including the Prime Minister ?
    D  - The structure and contents of the first part of the curriculum is radically different from the structure, axes, methodology and indicators mentioned in Part II (Appendix). This discrepancy may be problematic in the preparation of the "government program" on the basis of what is stated in the two parts of the "Platform" document. This is what we will explain when discussing the oil sector below.
    4 -  When comparing this "curriculum" with the "government program" of the outgoing government, we find indicators of qualitative development, especially as mentioned in the first part of the curriculum. However, what really matters is the government program that we "hope" to present and recognize over the next 100 days - as mentioned in the first part of the curriculum .
    5.  As was demonstrated during the parliamentary deliberations, two issues were highlighted: first, how to vote on a long document of a platform sent to the deputies several hours before the vote; and second, to ascertain the accuracy and accuracy of the curricula vitae of ministers. I certainly agree with these legitimate objections and I see that the speed of approving the curriculum without discussing its contents and the uncertainty of the validity of the curricula vitae of the ministers, especially the practical experience in the field of specialization of the ministry entrusted to them for a considerable period (not less than five years example, supported by documents that prove their authenticity and verify their credibility) Which prove the experience; that failure to respond to these legitimate objections is a sign that is not at all reassuring .
    Summarizing the Prime Minister's response to his comments on the curriculum, stressing that "the curriculum" represents a "work vision and a general framework that will be detailed later in the government program ."
    This requires the Integrity Commission of Parliament and the Independent Integrity Commission to examine the credibility of the documents mentioned in the curricula vitae of the ministers as soon as possible, not later than several weeks, to avoid stalling the preparation of the government program .
    Second: The oil sector in the ministerial platform document
    The first part of the Ministerial Platform document dealt with the "Ministry of Oil" (pages 16 and 17) and the second part (Annex) related to the Ministry (pages 6/65, 70, 95 and 96).
    It is worth mentioning that the ministerial platform has defined three time periods for implementation: "fast" means from 3 to 6 months; "average" means from 7 to 18 months; and "long" means from 19 to 48 months or more (p.
    The following brief notes can be logged :
    1.  ensure that the first part of the curriculum 12 paragraph (targets) only relate to certain aspects of the oil sector; but did not specify any quantitative indicators of measurable targets; the periods of time for the three of them said only: two are carrying out the extent of "fast" and the third performs the extent of "long" . This, in my view, constitutes a fundamental deficiency and an effective imbalance that must be addressed well in preparing the "government program" over the next 100 days.
    The development of derivative industries such as petrochemicals and fertilizers is considered a violation of the competence and competence of the Ministry of Industry and Minerals, which generates duplication of work and competition and the consequent significant damage to the development of these important industries and the national economy, especially the diversification efforts in the structure of the economy.     3 - I believe that priority should be given to the implementation of the Karbala liquidator and mention by name in both the curriculum and the program the commitment to complete the implementation of this refinery during the government's mandate, especially that the implementation rate now exceeds 56% as mentioned in Appendix (p. 66);
    4 - mentioned in the last paragraph, "the development of the law of the National Oil Company in force after the introduction of the required amendments to avoid some of the gaps identified by experts, and the issuance of regulations and instructions in accordance with legal contexts." I see :
    A - Wait until the Federal Supreme Court issued its decision on the issue of appeal against the law currently before the Honorable Court.
    B - Commitment to the provisions of the legal regulations submitted to the court mentioned by the legal agents of the Prime Minister and the Ministry of Finance.
    C - immediately cancel the decision "assignment" amount to the Ministry of Oil under the letter of the Secretariat of the Council of Ministers No. 35393 on 11/10/2018 .  
    Third: The oil sector in the second part of the ministerial platform document
    As mentioned above, the second section of the Ministerial Platform document included the text of the appendix "Preliminary draft of details of the programs of ministries" prepared by the General Secretariat of the Council of Ministers (89 pages). It was noted that this draft was used and will be reviewed "in the light of this ministerial platform, the new government strategy and priorities and in cooperation with the ministries concerned" (p. 4); the draft adopted the concept of "orientation towards a social market economy" and showed how the draft was prepared .
    What is mentioned in the draft raises many observations on the methodology, contents and information contained therein, as well as in comparison with what is stated in the Ministerial Platform. As this draft will be reviewed in the preparation of the government program, my remarks will be limited to the draft in the draft on the oil sector .

    3 - The above information related to the oil projects above need to be seriously reviewed and scrutinized because most of them raise many questions and some are incorrect; for example, the mixing of production capacity and export energy and considered one thing and limit it with the fields of licensing rounds first and second !!
    4 - It is also necessary to refer to the above regarding the start in 2018 by adopting and starting to conclude "contracts of participation" between five companies (non - oil producing) associated with the Ministry of Oil "with specialized international companies" to develop the work of Iraqi oil companies so that the achievement in this The area from 10% in 2018 to 100% during the new government mandate. I believe that this matter, which was introduced in a vague and rapid manner, needs to study all the legal, financial, contractual and economic feasibility aspects .
    5. It is also noted that some important projects are not mentioned in this draft and that some contracts that have been signed since August 2016 are confidential or have not published their contracts or sufficient information about them . 
     Fourth: Discussion and follow-up of the ministerial curriculum and the government program
    The report concluded that "as both the ministerial curriculum and the government program cover all aspects of political, economic, social, educational, security, services, international relations and others, I call on all experts and specialists each according to his specialization and experience to address and evaluate the ministerial platform and later the government program to serve the interests of the homeland and citizens . "
