The Organization of the Petroleum Exporting Countries (OPEC) on Thursday reached a preliminary agreement to reduce oil production, but there is no final figure yet, an OPEC delegate said.
Saudi Energy Minister Khalid al-Faleh said earlier that the Organization of the Petroleum Exporting Countries needs Russia's non-member participation in the cuts. He said OPEC and its allies were likely to make a final decision by Friday evening.
