    [size=45]Shiite blocs talk about their seriousness in approving the budget in tomorrow's session, Monday, and gave the Kurdistan region what they considered a "last chance" to agree on texts related to its oil obligations, and believed that the continuation of the situation as it is will mean voting by the majority.[/size]
    [size=45]For their part, Kurdish forces believe that they are not responsible for delaying the law, and denied that they have seen an alternative text related to the region's oil obligations, stressing that the Shiite forces should present any material they create as an alternative to what was mentioned in the government project for the political blocs to negotiate before the vote.[/size]
    [size=45]"The budget law will be passed in tomorrow's session, Monday, whether there is agreement on its texts, or by a majority," says the deputy from the Sairoun bloc, Ali Al-Lami, in an interview with Al-Mada.[/size]
    [size=45]Al-Lami, a member of the Parliamentary Economic Committee, added that "all segments of the Iraqi people are waiting for the law, and most of the economic and financial files are dependent on its approval."[/size]
    [size=45]He pointed out, "The House of Representatives should assume its responsibilities, and vote on the law, which is considered an economic and financial work plan for a full year, so it is not reasonable to delay it until the middle of the third month."[/size]
    [size=45]And Al-Lami stated, "The political courtesies have suspended the law for so long, although it has been ready to vote since the middle of last month, and the official book in this regard has been submitted to the Presidency of Parliament for inclusion on the agenda." He added, "The House of Representatives has been waiting for all this time for the results of the dialogues between the political blocs and the Kurdish delegations, but to no avail."[/size]
    [size=45]And Al-Lami stated, "The Kurdistan region should fulfill its constitutional obligations at the level of the oil file or other imports such as border crossings."[/size]
    [size=45]And he added, "Experience has shown us that there is no real intention in the Kurdistan region to settle disputes and find solutions, as it is not committed to the constitution and all legislation concerned with establishing rights and obligations on the components of the federal system in Iraq."[/size]
    [size=45]And Al-Lami continues, "Members of Parliament do not want to harm the population of the Kurdistan region, but there are obligations on his government that must be fulfilled in exchange for obtaining the financial allocation." And he believed that "it is not reasonable for a party to take rights without implementing its obligations."[/size]
    [size=45]Al-Lami went on to say, "The region has a last chance for consensus and commitment to what is stipulated in the constitution in order to pass the law with the consent of everyone. If his opinion is intransigent, we will go to the majority and we are serious about this position."[/size]
    [size=45]For his part, Representative of the Kurdistan Islamic Union Jamal Cougar said in a statement to (the extent) that "the region is not responsible for delaying the approval of the budget, but rather there is a political will that prevents the passage of the law without voting on other laws and decisions."[/size]
    [size=45]Cougar, a member of the Parliamentary Finance Committee, added that "the scenario that happened was that the Kurdish delegations were communicating with the political blocs, which in turn stopped the budget and activated the legislation of the Federal Supreme Court law." He noted, "The past days did not witness any talk about the budget, and the reason for putting it on the vote was to collect parliamentary signatures, which led to a decision to be passed tomorrow, Monday."[/size]
    [size=45]Cougar went on to say that "the government project included a text related to the region's oil obligations by 250 thousand barrels per day, but the forces objecting to it have not yet presented an alternative to it for a vote on it." He stressed, "The Kurds will vote on the text included in the budget, and it is not possible to talk about an alternative without presenting it, because we have not seen any new material until now." Cougar finds, that "the presentation of a new article in place of what was stated by the government project should be on the Shiite, Sunni and Kurdish political blocs for the purpose of negotiating it, and it does not happen in the parliament hall at the time of voting on it." He explained, "The talk about the option of handing over the region's revenues of all oil exported through the Turkish port of Ceyhan should be transformed into a text and not just ideas put forward in the media, because the vote is not based on intentions." Cougar concluded, "The budget law, in the event of insistence on political disagreement, will be passed in a complex manner and over more than one session, and will generate problems in the near future."[/size]
