    Earth News/ The office of the Supreme Religious Reference, Grand Ayatollah Imam Sayyed Ali al-Sistani, responded to a series of referendums regarding the Sharia ruling on the working hours of fictitious employees, or what are known as “alien” and receiving more than one salary.
    The text of the question, as stated in a statement by the Office of the Supreme Reference, was received by Earth News; “We find some employees who do not adhere to the official working hours in these departments, they either do not come to the department for several days or they do not adhere to the daily working hours, so they come late and leave early, so what is the ruling on their work and what is the ruling on the salaries they receive? What are your directives in this regard?”
    The response of the Office of the Supreme Reference was as follows: “No employee is allowed to violate the legal controls and obligations he undertakes under his employment contract unless it includes a mahram, and the one who fails to perform his job does not deserve the salary determined for him to the extent of the delay.”
    And another question stated, according to the statement: “Is it permissible for an employee to leave the government department before the end of official working hours, with the permission of an official, if that is within his authority?”
    The text of the response from the office of the supreme reference was: “It is permissible if it is truly within his legal authority.”
    On a question about “some people taking advantage of the deteriorating situation that the country is going through by circumventing the law and obtaining more than one job level and in more than one department, is it permissible for them to do so?” What is the ruling on the second salary they receive? What is the ruling on the salaries they received previously?
    The office of Imam al-Sistani replied, and the text of the answer was: “It is not permissible at all, rather it is a sin, and the other salary that he receives is illegal, and what he received before, if it cannot be returned to the state treasury in a way that protects it from embezzlement, must be given as alms to the poor.”
    It is noteworthy that the aliens are “the ones who are registered in the payroll without practicing work or fictitious names, whose salaries are paid by some officials.”
