Shafaq News/ The Kurdish parties in Kirkuk governorate held a meeting today, Wednesday, to discuss the situation in general in the disputed governorate between Erbil and Baghdad.
The meeting took place amid the boycott of the Kurdistan Democratic Party, the first party in the Kurdistan Region, and the New Generation Movement headed by the Kurdish businessman and politician Shaswar Abdul Wahed.
This came in a joint press conference held by a member of the Leadership Council and the official of the Kirkuk Organizations Center for the Patriotic Union of Kurdistan, Rond Mulla Mahmoud, with the rest of the representatives of the Kurdish parties in the province after the meeting.
Mullah Mahmoud said at the conference, that: We have a security and administrative problem in Kirkuk, and at the same time we have an administrative problem and a problem of taking into account the balance between the components, adding, "We, the Kurdish parties in Kirkuk, will send a message to the President of the Republic, the Prime Minister and the commander of the advanced headquarters of the Joint Operations Command in Kirkuk. Kirkuk, and to the head of the local government and the United Nations mission in Iraq because we feel that the situation is not right in the province."
He also referred to the deterioration of the service situation in the governorate, with the accumulation of waste and rubble, which led to unrest among the population
Regarding the security situation in the province, Mullah Mahmoud said that "in the evening, and without obtaining judicial approval, houses are searched," adding that these issues are rejected and we will stand against them.
The leader of the National Union added, "We are aware of the occurrence of thefts and looting in the control of shepherds and farmers," stressing that "we will send representatives to Baghdad to discuss these issues."
Kirkuk is one of the disputed areas between Erbil and Baghdad covered by Article 140 of the constitution, and was under joint authority between the Kurdistan Region and the Federal Government before the independence referendum that the region held in September of 2017.
Article 140 provides for the removal of demographic policies conducted by Saddam Hussein's regime in the disputed areas in favor of the Arabs at the expense of the Kurds, and then census the population before the last step, which is to hold a referendum according to which the population determines whether they wish to join the Kurdistan Region or remain under the administration of Baghdad.
It was scheduled to complete the implementation stages of the article until the end of 2007, but security and political problems prevented that.
The Federal Supreme Court ruled in 2019 that Article (140) of the Constitution of the Republic of Iraq should remain in force, stressing that this will continue until its requirements are implemented and the objective of its legislation is achieved.
