Parliamentarian: Baghdad will not send the region's budget without a political agreement and has submitted 10 oil complaints

Shafaq News/ Soran Omar, a member of the Iraqi Parliament representing Sulaymaniyah Governorate, ruled out, on Tuesday, that the federal government would send the Kurdistan Region's share of the general financial budget for the year 2023 in the event that it was approved without reaching an agreement on the issue of oil and gas between Erbil and Baghdad.
Omar said in a blog on social networking sites "Facebook" today, that "after the Federal Supreme Court's decision to cancel the oil and gas law in the region, the regional government does not give any contracts or information to the Ministry of Oil and Financial Control, in contrast, the Iraqi Ministry of Oil sent eight letters to Foreign oil companies operating in the region submitted 10 complaints against them, and sent 12 warning letters to the regional government, the Iraqi Ministry of Finance, the (SOMO) company, and the financial control.
He pointed out that "without agreement on the issue of oil and gas and until the Iraqi oil and gas law is approved by a political decision, the region's share of the budget will not be granted."
Omar also added, "Without an agreement that the region adheres to and Baghdad fulfills its duty to send part of the region's share of the 2023 budget, we will not reach what the people of Kurdistan are waiting for."
And the parliamentarian added, "The regional government must work hard to reach an agreement, otherwise the economic and financial situation of the region will deteriorate this year without the arrival of part of the budget from Baghdad," noting that "half of the income for the region's oil goes in the field of various expenditures." .
The Ministry of Oil filed 10 complaints against the oil companies in the Kurdistan Region, namely: Gas Prom, DANA GAS, ADDAX Westrenzagros, Shamaran Petrleoum, HKN Energy, DNO ASA, GULF kesystone, Genel Energy, according to Soran Omar.
On Tuesday (February 15), the Federal Court issued a decision "unconstitutional of the oil and gas law of the Kurdistan Regional Government, obliging it to hand over all oil production from the oil fields in the region and other areas from which the Kurdistan Ministry of Natural Resources extracted oil and handed it over to the federal government represented by the Ministry of Natural Resources." Federal oil and enable it to use its constitutional powers regarding oil exploration, extraction and export.
The President of the Kurdistan Region, Nechirvan Barzani, described the decision as "unconstitutional" and was based on a law from the time of the former regime, and stressed the regional government that "such an unconstitutional decision cannot be accepted."
And the Kurdistan Regional Government considered the Federal Court's decision on the oil and gas law in the region, on Tuesday, that it is "unconstitutional," stressing that it cannot be accepted.
The Kurdistan Region began selling its oil separately from the federal government, after a stifling financial crisis as a result of the collapse of oil prices during the ISIS invasion of areas in Iraq, in addition to disagreements with Baghdad that prompted the latter to stop paying the salaries of the region's employees.
Baghdad says that its National Oil Company "SOMO" is the only party authorized to sell Iraqi crude oil, but each side claims that the constitution is on its side. Given that the Iraqi oil and gas law remained locked in the drafting stage due to disagreements, there remained room for maneuver.
The oil file is considered one of the most prominent outstanding issues between Baghdad and Erbil.
The political agreement that resulted in the formation of the current federal government headed by Muhammad Shia al-Sudani provides for the approval of several laws within a maximum period of 6 months of the life of the government, including the oil and gas law, according to the Kurdistan Regional Government of Iraq.
