Clouds are gathering in the sky of the Kurdistan Region, but they do not herald rain, but rather a gloomy political atmosphere that raises the fears of the citizens of the region, whether Kurds or others, that the disputes that have existed for nearly 60 years have not been put on the track of radical solutions, but rather on the fires of waiting and delaying.
The disputes and tensions that have been regurgitated for decades warn of the elimination of all the achievements made and the generous sacrifices that were made for the sake of the establishment of the region, and the achievement of stability that its components have been denied for a long time, politically, militarily, economically, socially and culturally, unless the “responsible” leaders abandon the partisan rivalry policy.
It is not clear whether the absence of the great aura that “Mam Jalal Talabani” enjoyed contributed to creating a vacuum through which more files of tension and conflict entered, or whether the worsening misunderstanding between the two main parties, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, is the main element. Which fuels the conflict and its tools, including the assassination of a prominent security leader a few months ago.
But what is certain, as observers note, is that the crisis is getting darker between the two parties, and its image appeared before everyone through the exchange of accusations and criticisms in public statements, as happened a few days ago between the Prime Minister of the region, Masrour Barzani, and the leadership of the Patriotic Union of Kurdistan.
Only yesterday (Tuesday) was the Kurdish leader Massoud Barzani confirming during his meeting with a high-ranking American delegation that fair and transparent elections must be held in the region during this year, and that no excuse will be accepted to postpone them. He expressed his hope that the meeting and coordination between the political parties would continue in order to overcome the challenges and support the regional government.
For his part, the President of the region, Nechirvan Barzani, broke the stagnant waters last May when he took a remarkable step of openness with his visit to the city of Sulaymaniyah, where he held talks with the President of the Patriotic Union of Kurdistan, Pavel Talabani, and other political and party leaders, where he stressed “the importance of dialogue between the parties.” Politics, harmony, joint action and unity of ranks between the Kurdish parties,” explaining that “unity of voice” will have a “positive impact on the general conditions in the region and strengthen Kurdistan’s position in Baghdad.”
This was a "universal umbrella" for all parties, as he wished at the time.
However, the scales stop at a series of events that followed, including the assassination of the intelligence leader on October 7, Hawkar Al-Jaf, and the tension that accompanied the Patriotic Union of Kurdistan's determination to stick to its candidate for the position of President of the Republic of Iraq, and then hints from political leaders in the Patriotic Union of Kurdistan With the “separation” of Sulaymaniyah, Halabja, Karmian, and Rabin from the region, and the union’s ministers boycotting the government sessions in Erbil, and the complaint of the presidency of the regional government that the main party in Sulaymaniyah does not deliver the revenues of the border crossings to the government, while the Patriotic Union criticizes the government of Masrour Barzani for not following fairness in the distribution of salaries And the returns between the various regions of the region, accusing the government of imposing a “planned siege” on Sulaymaniyah.
But the crisis is beyond that, as the dispute between the two parties dates back to the sixties of the last century when Ibrahim Ahmed, the father-in-law of the late Iraqi President Jalal Talabani, separated from the Kurdistan Democratic Party led by Mullah Mustafa Barzani during the Kurdish people's uprising to obtain their rights from republican rule in what It was later called the “September Revolution.”
She points out that after the international conspiracy against the Kurds with the agreement of March 6, 1975, and the temporary cessation of the armed struggle, Talabani established the Patriotic Union of Kurdistan in the same year, and a relationship arose from the beginning dominated by competition, tension and conflict, and the two parties did not hesitate to resort to arms in a number of cases. Of the occasions (as happened, for example, in the years 1978, 1994, and then the battles of 1995, which continued until 1998), and they shared areas of influence in Iraqi Kurdistan.
Many now fear that the partisan conflict will cause the achievements made to be lost after the opportunity provided by the overthrow of Saddam Hussein's regime by the international coalition in 2003, as the Kurds, and Iraqis in general, remember how Masoud Barzani and Jalal Talabani played in establishing the Iraqi transitional government and setting the country's permanent constitution. Where the Kurdish voice was largely unified during the negotiations that took place with other political forces to formulate the form of government and the constitution and the sharing of articles and powers.
Now, observers fear that not putting an end to the differences between the two parties now, because even the solutions will be temporary and in some cases will be a kind of management of conflicts, and the partisan and political work, the Peshmerga and the military action will not proceed as it is supposed to be, which means that the unified future of the Kurdistan Region Uncertain in the presence of conflicts and the absence of a unified authority, rule of law and national strategy.
Observers point out that the existing differences are related to basic issues, including the disagreement between the participating parties in the government over how to run the government, which indicates that there is no longer any meaning for power, opposition, partisan and political life, not even for the existence of the Peshmerga.
Observers add that it is natural for the two parties to meet, but the question is whether the meetings represent great importance and can bet on them a lot, expressing their belief that this is unlikely because they will not address the roots of the problems around which the conflict has been going on for decades, the division of the Kurdistan region, corruption, the absence of a constitution and the absence of Institutional governance, and thus deal with the consequences of events.
As it seems, there is no solution that does not begin with the normalization of relations between the two parties, as it is imperative for them to start a national dialogue, which must lead to a historic middle settlement, which puts the region in a new phase in which the conflict ends, and a transitional phase begins in Kurdistan and institutions are strengthened, then it will be There is natural and democratic competition within the framework of all that has been agreed upon.
According to observers who confirmed to Shafaq News reporter that tensions intensified following the assassination of Colonel Hawkar Al-Jaf last October, especially after senior security members of the Patriotic Union were accused of his assassination, while the Patriotic Union of Kurdistan strongly denied its involvement in the assassination and requested a comprehensive investigation into the incident. However, he also urged the KRG not to publish the names of the perpetrators involved. However, the Barzani-led administration and the Kurdistan Security Council published the names and confessions of the perpetrators anyway, which intensified the dispute.
However, according to the writer and journalist Serbest Barzo, in his interview with Shafaq News agency, the core of the problem between the Democratic Party and the Patriotic Union is the lack of a party that represents everyone in the Patriotic Union, which made the communication process at an undesired level, as the Patriotic Union does not have a unified discourse and does not have leaders. It possesses sufficient sophistication due to the multiplicity of wings within it.
Barzu explained, “We find every period and another the emergence of a new leadership and personality that takes decisions. The democrat does not know who he is talking to, so is he talking with the party leader or with the wings and currents within the party, indicating that the democrat does not have a rivalry with any party or party, but some It deals with the democrat on the basis of rivalry, and everyone knows that the National Union is under the tutelage of a neighboring country and takes all its positions from that country without naming it.
Barzo also criticized the position of the Kurdish Islamic parties, which he described as pouring fuel on the fire, and they are the ones who contribute to fabricating crises and do not have effective and influential positions.
Barzu does not rule out that the differences between the two parties will affect the relationship between the center and the region, in addition to the Kurdish position in Baghdad being affected. The differences will also have a great impact on the disputed areas, because those areas need a unified Kurdish position, first, because citizens are waiting in those areas, especially from the two main parties. Entering a unified list in the upcoming elections so that the Kurds will adopt a unified position to solve the problems of the disputed areas.
The Kurdish researcher and writer, Adalat Abdullah, in his interview with a reporter of Shafaq News Agency, calls for adopting a rational slogan through dialogue that has no alternative. He also called on the Prime Minister, Masrour Barzani, to present any initiative that would reunite his ministerial staff and unify their position on controversial files, because any spasm inside the cabinet is reflected Negatively on the market, the media and the conditions of the citizen. In addition, he called on other political parties, especially those with political status and parliamentary seats in the Kurdistan Region, to play a positive role in containing the tension, as the two main parties need "national mediation."
At the same time, he considered that it was imperative for the Democratic Party to take into account the internal conditions of its political partner in the government and not to interfere directly or implicitly in any internal disputes of the National Union, because there is no party without disputes and conflicts, let alone a party similar to the National Union.
He also considered that the Kurdistan Democratic Party was supposed to take the initiative and contribute to not exacerbating the differences within the ranks of its political and administrative partner, because this would negatively affect the stability of the cabinet as well.
In addition, the independent observer, Fakher Ezz El-Din, told a reporter of Shafaq News Agency that the disputes over oil and gas in the regions of the Kurdistan Region led to more large financial disputes. According to a prior understanding, the budget and income of the Kurdistan Region are divided between the areas of influence of the two parties on a principled basis (57%). for the KDP region (yellow region) and 43% for the PUK region (green region), but have since adopted increasingly divergent views on how to allocate the region's income.
Izz al-Din explained that from the perspective of Barzani and the Kurdistan Democratic Party, the regional government must pay the salaries of the provinces and determine their budgets based on the income of each of them. areas as needed.
Ezz El-Din added, “The leaders of the Patriotic Union of Kurdistan claim that the income of the Sulaymaniyah governorate, between oil revenues, taxes, and the income of two international border crossings, is still not sufficient to cover the basic needs of the governorate’s budget and salaries. delay in distributing salaries.
Ezzedine also confirms that in the Patriotic Union of Kurdistan region, natural gas production appears promising, as the production rate of the Khor Mor and Chamchamal oil fields at the end of the year 2021, for example, reached 452 million cubic meters per day, according to a new project between the “Dana Gas” company and the well-known American Corporation for Financial Development. In the name of (KM250), adding that it is estimated that most of the natural gas in the Kurdistan region may be under the control of the Patriotic Union of Kurdistan, and this is what prompts companies such as Dana Gas to expand operations.
And he notes that with regard to the Khor Mor field, Dana Gas expects production to reach 700 million cubic meters per day by April 2023, and after that, the (KM500) project under implementation aims to produce one billion cubic meters of natural gas per day.
With the advent of the New Year, Nechirvan Barzani announced in his congratulations that “the interests of the people of Kurdistan should be the main goal for all of us, so let us take with the beginning of the new year unity, harmony, cohesion, acceptance of the other, and joint cooperation a new newspaper for the relations between the forces and political parties and all the components of the Kurdistan Region.” . Let us work together to protect and guarantee constitutional and federal rights and resolve differences with the Iraqi federal government on the basis of the constitution.”
This was a new message that recalls the obvious constants of what should be, as is his performance, which was covered by Reuters last December about the Kurdish-Kurdish differences that are causing concern in Washington, and the escalating tension due to a wave of defections within the security services of the Union. The Patriotic Union of Kurdistan, and how Nechirvan Barzani, despite his affiliation with the Kurdistan Democratic Party, moved to defuse the dispute last November when gunmen belonging to the former head of intelligence of the National Union, Salman Amin, approached Qubad Talabani's house in Erbil, threatening to attack him, had it not been for the intervention of the region's president Who came back and intervened again when Pavel Talabani, accompanied by Qubad and dozens of security personnel, including one of those wanted in the assassination of Colonel Hawker, went to Erbil, in a move described as “provocative”.
The Kurds have always been described as the “biggest winner” from the fall of Saddam Hussein, not only in view of the volume of their blood spilled during the reign, but also because they have achieved exceptional political, economic and cultural gains, while observers feel, as many Kurds, that all “achievements” are threatened, as long as The doors of true reconciliation were not opened wide.
