    Economic expert Ahmed Al-Hathal criticized, on Tuesday, the role of the Ministry of Education in preparing its general budget, stressing that it is operational and lacks investment allocations.
    Al-Hathal said in a post on Facebook, "The budget of the Ministry of Education increased by 896%, the budget of the Ministry of Education 2023, total spending = 11.812 trillion, operational spending = 11.552 trillion, special programs = 26 billion, capital spending = 233 billion."
    As for the budget of the Ministry of Education 2022, he indicated that it was “1.185 trillion dinars, of which compensation for employees amounted to 1.161 trillion, service requirements 2.148 billion dinars, commodity requirements 10.332 billion dinars, maintenance of assets 5.576 billion dinars, and grants, subsidies and other expenses 5.559 billion dinars.”
    He explained that "although the main reason is the disengagement of the education directorates from the governorates, it is noted that the size of the workforce amounted to 993,949 employees until the year 2023, and current expenditures accounted for 93% of the total, with a total budget of 2.188 trillion. It is noted that the seventh degree of titles The job titles accounted for the largest percentage in job titles with more than 290,000 employees, and they accounted for 30% of the total job titles in the workforce table for the 2023 budget, followed by the fifth grade and the tenth grade, respectively.
    He wondered, "I don't know why this bad financial planning? Where are the educational plans and coordination between the governorates and the ministry? Where is the investment in children? Where are the programs that develop the reality of education in Iraq and its outputs affecting economic growth? Why this confusion in preparing the ministry's budget? Are there no planners for the educational budget?" Is it possible that operating spending constitutes 98% of the total budget?
    He pointed out that "the budget shows the outputs of the ministry's plans for the three years, and this means neglecting the school buildings, which form the backbone of the ministry for a period of 3 years, with the exception of the provincial projects of developing the regions, and the Chinese agreement project for building 1,000 schools."
