A government advisor stated that amending the salary scale is within the ministerial curriculum of Muhammad Shia’ al-Sudani, while deputies talked about continuing efforts to enact this ladder as it needs to add an amount up to a maximum of 11 trillion dinars, and some of them expected it to be postponed to next year, amid concerns expressed by specialists from The inability of the treasury to pay its dues.
The financial advisor in the Council of Ministers, Mazhar Muhammad Salih, said, “The current government program works to support the standard of living for the poor classes or low-income groups, whether employees or retirees, and for this reason, amending the salary scale is one of the most important social principles.”
And Saleh continued, "The new salary scale legislation will be a separate law outside the budget law, because it ends at the end of the budget year."
He pointed out, "a real seriousness on the part of the government to support the poor classes or the limited-income groups of employees and retirees through the upcoming new amendment." In addition, Representative Uday Awad stated, “The financial costs of applying the salary scale have been calculated in the budget department. We need to add an amount between 8-11 trillion dinars.”
Awwad added, "Work is underway to complete the rest of the approval procedures."
However, Representative Jamal Cougar stated that “the law is still with the government and its discussion is still continuing to reach a final formula about it,” noting that “the salary scale is a separate law from the budget.”
Cougar expected, “This law will be postponed to next year as a result of the increase in the operating budget due to the new appointments.”
The leader of the Victory Coalition, Salam Al-Zubaidi, confirmed the existence of great endeavors and discussions within the House of Representatives with the aim of approving the salary scale law during the current stage.
Al-Zubaidi explained, "The adoption of the salary scale law will contribute to achieving justice between employees and retirees alike, as there is no justice in the salaries of some employees, as they are very high salaries, which led to a large gap in salaries that contributed to the rise in prices in the markets."
Noting that “the government is determined, and Prime Minister Muhammad Shia’a al-Sudani has a great desire to proceed with approving the (salary scale) law, especially since its approval will contribute to reducing public spending and thus reducing the value of the deficit in the country’s general budget.”
On the other hand, the economic expert, Salam Sumaisem, considered that the budget will bear a new burden due to the recent appointments that raised salaries to 64 trillion dinars.
Sumaisem said, "There are fears of the collapse of the financial and economic situation in Iraq as a result of the economy remaining rentier," indicating that "those who were recently appointed will be a burden on the budget, and the sums of total salaries will reach 64 trillion dinars, down from 42 trillion."
Sumaisem asked about "how the government will secure the salary difference, which has increased by nearly 22 trillion," indicating that "the state must realize that development opportunities towards activating the private sector and going to absorb unemployment is better than continuing jobs within the government sector."
Regarding the salary scale, which is being discussed, Sumaisem stated that “the scale will not be approved at present, and work may begin to proceed with its legislation after the approval of the budget.”
For his part, the specialist in economic affairs, Nabil Al-Marsoumi, stated on his personal page (Facebook) and his follower (Al-Mada): “If the application of the salary scale requires adding financial allocations amounting to 11 trillion dinars to the budget that is already burdened with deficits and debts, then this means that the salary scale will not He approves neither this year nor in the coming years, unless the price of a barrel of oil rises to more than 100 dollars or raises the exchange rate of the dollar to 2000 dinars, otherwise it is either a general anesthesia or economic suicide.
Parliamentary committees started talking about holding meetings with the government in order to amend the salary scale so that the minimum nominal salary is 450,000 dinars.
