    A coalition of progress headed by Muhammad al-Halbousi, according to his representatives, is making advanced strides in approving several laws of concern to residents of Sunni cities, and they have been calling for their legislation for years.
    The most prominent of these laws is the general amnesty law, in addition to abolishing the Accountability and Justice Commission and compensating the population affected by the “ISIS” organization’s control of their cities in the summer of 2014, and then the battles that ended with the joint Iraqi forces, supported by the international coalition, regaining control over those cities and declaring victory over the organization in 2017.
    These demands were included in the political agreement paper on which the current government was formed, and they are binding on it and the forces that support it.
    Sunni cities have complex problems. Approving a general amnesty, abolishing the Accountability and Justice Commission, and compensating those affected represent the most important solutions to stabilize stability and end the state of “injustice” felt by thousands of families, some of whose members have been imprisoned as a result of “secret informant’s snitching” under the pretext of belonging to extremist organizations or the Baath Party.
    What Parliament Speaker Muhammad al-Halbousi, whom parliamentarians describe as a “spearhead” in calling and seeking in this direction, is asking for the release of detainees whose charges have not been proven by conclusive evidence, and yet they are still in prison.
    “It is not about the Sunnis alone.”
    In this context, Abd al-Karim Abtan, a representative of the “Taqadum” coalition, says that the parliamentary bloc of the coalition supports the passage of all laws that concern people’s lives, and it has agreed with the parties forming the State Administration Coalition, which in turn forms the current government, to pass them, which are the general amnesty as well as the restoration of Displaced persons and compensation for those affected by the war.
    He added, in a press interview seen by Taqaddam, that “about 60,000 people have had their confessions extracted under duress and through torture and the allegations of the secret informant, and they are not only Sunnis, but all innocents.” The general amnesty law aims to release them.
    The draft law is in the possession of the Parliamentary Legal Committee to draft its paragraphs and then submit it to the government, which in turn sends it to Parliament for reading and voting on it, “and this has been agreed upon,” Abtan confirms.
    He says, "A large number of people will benefit from the law, and we are not with arbitrariness. Anyone who commits a deliberate crime in the presence of a witness and confesses to it without torture or a secret informant will receive his just punishment."
    “Halbousi’s Role”
    And the representative of the “Takadum” coalition continued, saying: “History, Muhammad al-Halbousi is the most impulsive member of parliament regarding the general amnesty law and represents the spearhead in efforts to approve it because he represents the Sunni component and the speaker of Parliament, and he signed the government program to implement the paragraphs that concern the Sunni regions.”
    And Member of Parliament Nihal Al-Shammari confirms that “the Progress Alliance follows up on a daily basis the file of the general amnesty law through the Prime Minister’s meetings, and there are quick steps regarding it, and it may be approved before the approval of the general budget law.”
    A parliamentary committee holds continuous meetings with Prime Minister Muhammad Shia’ al-Sudani and deliberates with him about this law, according to what al-Shammari explains in a press interview seen by Taqaddam.
    She adds that “the general amnesty law includes those accused of belonging to extremist organizations (without evidence) and those who were forced to belong and were not involved in acts of murder or incitement, as well as those arrested on malicious charges stemming from the secret informant.”
    Like her colleague, Representative Abdul-Karim Abtan, Representative Nihal Al-Shammari refers to “the very significant role of Muhammad al-Halbousi in advancing the general amnesty law because he considers it crucial and a priority, and there is also the law of accountability, justice and the return of the displaced.”
    During their daily conversations inside homes, in cafes, and in private and public sessions, as well as on social media, a general amnesty represents a dream for thousands of residents in Sunni cities, while their homes and properties damaged by the battles await financial compensation that enables them to restore an acceptable standard of living.
    There is also the problem of people who disappeared during the war period after they were arrested without their families finding them in government prisons, and their number is estimated at thousands.
    This problem was repeated a lot by Muhammad al-Halbousi in press interviews conducted with him over the years, and in an interview conducted with him last December, he said, “We must change the description of the disappeared to those who are betrayed. Murdered died. Let us tell their families the truth and not give them false hope,” stressing the need to compensate their families and provide them with a “decent life.”
    Therefore, “Parliament Speaker Muhammad al-Halbousi and the Taqaddam Coalition contribute greatly to amending a law that includes absentees, and there is an intention and effort to include it in the session schedules and work on it within Parliament, in addition to canceling the Accountability and Justice Law,” says MP Mahasin Hamdoun in a press interview that Taqaddam saw.
