Statement of the Iraqi Communist Political Bureau on approving the retirement and social security law

About the adoption of the retirement and social security law
The Political Bureau of the Iraqi Communist Party:
A step in the right direction, not fully responding to the aspirations of the employees
For many years, workers in the private sector and the mixed and cooperative sectors, as well as workers in the public sector with contracts and daily wages, have been looking forward to enacting a new law for retirement and social security for workers in accordance with international social protection standards, and to be an alternative to Law No. 39 of 1971 in force.
Yesterday, the House of Representatives voted to approve this expected draft law, which is a benefit after the law in force is no longer compatible with national legislation and international labor standards, and does not meet the requirements imposed by developments in the various work sectors and on the economic, social and service levels in our country.
Legislating the new law became necessary after the number of workers increased and reached about 10 million, of whom 58 percent work in the private sector, specifically in the informal labor sectors.
We, along with other parties, especially trade unions and their unions and specialists, were keen to legislate a modern law that contributes to securing a more stable life for workers and workers in various sectors. This required further dialogue and discussion with those concerned, and in response to the serious observations and proposals submitted regarding the draft law, including those related to:
Guarantees provided to workers in the event of non-work and illness.
The fate of the canceled funds and properties of the Retirement and Social Security Department.
Raising the retirement age from 60 to 63 for men, and from 55 to 58 for women.
The monthly deduction rate remains the same as in the old law (5 percent).
The mechanism for calculating the retirement salary.
The status of workers who are still receiving a grant.
Annual cost of living grants.
The mechanism of investing the pension fund funds.
There is no doubt that the adoption of this law constitutes a step in the right direction, and that serious efforts must be made to provide the requirements for its implementation, in addition to taking care of the funds of the pension and security fund.
social, in order to go mainly to achieve the desired goals. In addition, the law enforcement apparatus should not be inflated, turning it into a bureaucratic institution that drains money and eats away at the hard work and effort of workers.
What happened yesterday was required and met an urgent need, but it is not enough after the observations and proposals were not taken into account, which would have made the law truly express the aspirations of the workers and their longing for a safe, stable life guaranteed by the force of the law.
This is what is worth continuing to work towards achieving.
