[size=45]The Ministry of Planning is trying to reach the final stages of the job number platform procedures; To regulate the work of the government employee and to detect double salaries and fictitious employees, while confirming that it has reached advanced stages.[/size]
[size=45]So far, the number of those covered by the job number is close to about three and a half million employees in all of Iraq, with the exception of the Kurdistan region.[/size]
[size=45]The job number project includes granting a job number to each employee, which is a code. Once you enter it, you will find all the details of this employee, from the moment he enters the job until he is referred to retirement, and the same number remains with him, according to the spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi.[/size]
[size=45]Al-Hindawi says, "Three million and 400 thousand employees were granted a job number on the job number platform."[/size]
[size=45]Al-Hindawi added, “There is a supreme committee formed to follow up and audit what is known as fictitious (space) employees, headed by the Administrative Undersecretary of the Ministry of Planning, and membership of representatives from the Financial Supervision Bureau, the Integrity Commission, the Ministry of Finance, and the Federal Service Council.”[/size]
[size=45]He pointed out, "The job number platform does not include the employees of the Kurdistan region, and it has not yet represented the real number of state employees."[/size]
[size=45]Al-Hindawi pointed out that "the real work on the job number platform began in the second half of the year 2021, and technical problems related to the security authorities prevented countries from completing the platform."[/size]
[size=45]Al-Hindawi explained, “We have come up with a mechanism and a formula that preserves the security of the data of the members of the security authorities,” noting that “all security formations have entered the platform.”[/size]
[size=45]And he went on to say, “We have reached advanced stages in working on the platform, and we seek to complete the data of all employees,” noting that “the platform will remain in constant updating.”[/size]
[size=45]Al-Hindawi continued, "The second step, after completing the registration of employees on the platform, is the process of paying employees' salaries on the platform," noting that "an employee who does not have a database will have his salary cut off."[/size]
[size=45]And he added, "The Ministry of Planning has formed field teams to visit ministries and entities not associated with a ministry, to train them on the job number mechanism and inform them of the required data."[/size]
[size=45]Al-Hindawi added, “We directed official books to the General Secretariat of the Council of Ministers, stressing the need to deal with the job number platform seriously,” noting that “the platform is one of the priorities of the government program through automation processes and the development of the administrative level.”[/size]
[size=45]And he added, "The percentage of male employees in the job number platform is 65%, compared to 35% of female employees," explaining that "the Ministry of Interior had the highest number of employees, represented by 670,000 employees, and the Ministry of Immigration had the lowest number of employees, with about 1,500 employees."[/size]
[size=45]Al-Hindawi added, "The capital, Baghdad, has the highest number of government employees, represented by 237 thousand employees, and Kirkuk has the lowest number of employees, represented by 1,100 employees."[/size]
[size=45]In turn, the researcher in economic affairs, Safwan Qusay, says, "Investing the job number for the purposes of monitoring and evaluating performance indicates a strategic policy to expand the circle of linking between the job number and the other database."[/size]
[size=45]Qusai added, "The job number will restructure all federal ministries," noting that "a section of human resources is not consistent with the job titles it occupies."[/size]
[size=45]The researcher in economic affairs pointed out that “the job number will enable the government to monitor the performance of employees, not just their attendance and departure,” noting that “the job number is a first rule, and at a later time we will have a job number for all government assets represented in buildings and furniture.”[/size]
[size=45]And he indicated, “Linking the job number to assets contributes to transforming the government, from a weak production one to a productive government that invests its available resources,” noting that “the Ministry of Finance directed the creation of an account for employee compensation.”[/size]
[size=45]Qusay confirmed, "The salary instrument for state employees amounted to more than 59 trillion Iraqi dinars in the 2023 budget, and this number will increase annually," explaining that "there is a desire to invest in human resources and enhance the service effort."[/size]
[size=45]The researcher in economic affairs pointed out that “the link between public spending and investment is the private sector,” adding, “If we were able to form coordinating bodies at the level of all countries of the world with the formal private sector and draw up a map for investment in the formal private sector, we would be able to develop the private sector.”[/size]
[size=45]Earlier, the Ministry of Finance confirmed that from 50 to 100 thousand space employees receive government salaries, stressing that a large proportion of government jobs are unproductive and the country is full of higher degrees, many of which are useless.[/size]
[size=45]The number of alien employees (who are registered in the salary lists without working or fictitious names for which some officials receive salaries), who receive salaries from the state, ranges between 200,000 and 250,000 people. As for the employees without working hours, their numbers are more than that, according to the former prime minister. Haider Al-Abadi, and these two categories make up 15 to 20% of the employees, and 20% of the annual salary budget is allocated to them.[/size]
[size=45]The Council of Ministers had directed the Ministry of Planning / Central Statistical Organization to collect (1%) of the nominal salary from the employee in return for obtaining a unified job number, provided that the mentioned percentage is collected periodically at each promotion to a higher degree, and the mechanism for collecting the wage is determined electronically with controls issued by Ministry of Finance and the Central Bank of Iraq.[/size]
