Government parliamentary agreement to amend the freedom of expression and penalties laws

The Parliamentary Human Rights Committee has completed the amendment to the Freedom of Expression Law, and it will be voted on in the next legislative term, especially since the amendment freed itself from shackles and gagging after including the recent amendments.
The head of the committee, Arshad Al-Salhi, revealed in an interview with Al-Sabah that “the freedom of expression law was agreed upon within the committee, after taking the opinion of the government, which sent good proposals to include them in the law.”
He added, “Among the amendments to the Freedom of Expression Law is that permission is not required from the head of the administrative unit to demonstrate, but rather the demonstrators have the right to report the date of the demonstration directly, and this is evidence that the law is free from shackles and gags.”
The head of the committee explained that “voting on the law will take place in the next legislative term,” indicating that “in the event of developments on the Arab or international level, such as supporting Palestine, there is no need to inform the government, but rather citizens come out to express their feelings, but in the event of demonstrations Regarding a political, administrative, or service issue, the authorities must be notified, and this is an amendment that the Human Rights Committee insists on.”
Al-Salhi confirmed that “the committee agreed with the Ministry of Justice to send some important laws, including the (Alternative Penal Code), which has been discussed and sent to the State Shura Council for review,” indicating that “in light of the amendment, the judge can, instead of sentencing the person The person convicted of imprisonment for a period of time may be sentenced to correctional sentences, for example by working as a cleaner or in a factory workshop.
He pointed out that “the Ministry of Justice sent the (anti-torture) law to the government, and the committee is waiting for the government to send it to it.”
