    The Ministry of Finance and Economy of the Kurdistan Regional Government announced today, Friday (December 29, 2023), that the sums of money sent by the Iraqi government to the region throughout 2023 do not exceed four trillion and 298 billion dinars, indicating that the regional government needs about 11 trillion dinars annually to distribute Salaries, so the deficit rate reaches 5 trillion dinars per year, which is equivalent to about 6 months’ salaries for the region’s employees.

    The ministry said in a statement seen by Baghdad Today, “Throughout the year 2023, we in the ministry distributed 10 salaries, including the salary for December 2022, and nine salaries for the months of 2023, while the Iraqi government sent throughout this year, four trillion and 298 billion dinars only to the region.” Kurdistan, including three trillion and 700 billion dinars in the form of loans, and 598 billion dinars were counted among the region’s dues for the month of June.”

    She explained that the Kurdistan Region’s share in the 2023 federal budget is estimated at approximately 16 trillion and 498 billion dinars, but according to the adoption of the actual spending standard, the region’s share throughout the year, which the Iraqi government allocates to the regional government, is approximately 6 trillion and 300 billion dinars, while the regional government annually needs about 11 trillion dinars for distributing salaries only, so the percentage of salary deficit reaches 5 trillion dinars per year, which is equivalent to about 6 months’ salaries for the region’s employees. 

    The statement added, “One of the major dilemmas in the 2023 budget law is the actual spending paragraph, which makes the region’s share not exceed 500 billion dinars per month, while the salaries of the region’s employees cost 913 billion dinars per month based on the numbers and data in the reports approved by the joint teams.” between the Financial Supervision Bureaus in Iraq and the Kurdistan Region, in addition to the financial aid provided by the International Coalition to the Peshmerga forces amounting to about 25 billion dinars per month,” indicating, “Because of this large deficit in salaries, even if we allocate local revenues entirely to fill the deficit, we are still not We are able to distribute all salaries, so we were sometimes forced to allocate local revenues for two months in order to cover the salary deficit for one month, as the deficit is estimated at about 340 billion dinars.” 

    Regarding local revenues in the region, the statement explained that they are estimated at about 320 billion dinars per month, or 4 trillion dinars annually, and most of them come from five main sources, namely revenues from customs, taxes, electricity, traffic, and real estate registration directorates, but a portion of these revenues are in the form of trusts, deeds, and loans. Taking out the ministries’ shares allocated to them according to the laws and decisions of the Council of Ministers. What remains in cash for the treasury of the Ministry of Finance and Economy ranges between 170 and 200 billion dinars per month.

    He pointed out that more than two trillion dinars of financial revenues were allocated during 2023 to cover the deficit and distribute the ten-month salaries throughout 2023, while the rest was spent for advances and monthly expenses of government institutions, and no significant amount remains for investment expenditures, indicating that the monthly expenditures of regional government institutions along with advances of ministries and institutions are estimated monthly. At the regional level, about 170 billion dinars, all of which are covered by local revenues, with a total of two trillion dinars annually. 

    He stressed that, based on the Ministry's belief in the principles of transparency and oversight, its doors are always open to the joint teams of the Iraqi and Kurdistan Financial Supervision Bureaus to audit all numbers, data and information, as they have been formulated in the form of reports, approved and submitted to the concerned authorities.

    He concluded by saying: “It is important for public opinion and the media to realize that the responsibilities of the regional government are not limited to distributing salaries only, but rather it bears operational and investment expenses and many other financial obligations, for which it must make financial allocations every month,” stressing that the ministry reserves its legal right. To take the necessary judicial measures against anyone who promotes false and misleading information about revenues and expenses with the aim of destabilizing public opinion and manipulating employees’ feelings.
