    Baghdad/Al-Masala Al-Hadath: Today, Tuesday, Prime Minister Muhammad Shiaa Al-Sudani chaired the second regular session of the Council of Ministers, during which developments in the situation in the country were discussed, and a number of basic files related to the objectives of the government program were discussed, in addition to discussing the topics on the agenda, And take the necessary decisions regarding it.
    In continuation of the objectives of the Prime Minister’s visit, yesterday, Monday, to Dhi Qar Governorate, he directed His Excellency to follow up on all the files that were discussed during the visit. He also directed the Ministers to continuously intensify their visits to all governorates and review on the ground the projects that are being implemented and address the problems they face.
    With the aim of proceeding with the implementation of the service projects that were announced during His Excellency’s visit to Dhi Qar, the Council of Ministers agreed to allocate (the land of the tourist city of Ur) for the benefit of the Dhi Qar Governorate Reconstruction Fund in District 3/Al-Sayeh, with an area of ​​(433) dunums. To complete their projects within the Fund’s allocations, and the relevant authorities take measures to implement this.
    In the same context, the following was approved:
    1. Transfer of ownership of the property No. (44/152/Zawiya) belonging to the Ministry of Labor and Social Affairs, located at the entrance to Imam Hussein Street (peace be upon him), at a distance of (22) meters from the administration stadium project. Local administration in Dhi Qar Governorate, for the benefit of the local administration in Dhi Qar Governorate; As the beneficiary of the project, for use within the expansion as a (main parking garage).
    2. Transferring ownership of the property numbered (44/155/Zawiya) (44/153/Zawiya) belonging to the Ministry of Finance, located in the city of Nasiriyah behind the aforementioned stadium, for the benefit of the local administration in Dhi Qar Governorate for use as (Sand Stadium for training and warming up).
    3. The Dhi Qar Governorate Reconstruction Fund, in coordination with the Ministry of Planning, issued a spare order in the amount of (7) billion dinars for the implementation of the works of a multi-storey garage and a training arena for (500) spectators, within the contract concluded to implement the project (demolishing and rebuilding the local administration stadium). In the city of Nasiriyah/key by hand (design and implementation), within the Fund’s investment budget for the year 2023.

    Regarding the energy file, the Council of Ministers approved the recommendation of the Ministerial Council for Energy (23110 T) for the year 2023 according to the following:
    - The Ministry of Electricity has completed the referral and contracting procedures with Sama Baghdad and (UNITED ARAS) companies, to sign a contract for the expansion project of the Haidariyah gas power station, provided that the company bears (MAPNA GROUP) takes full responsibility for supplying materials and equipment and executing the contract, based on the company’s recent request, in exception to the instructions, for a total amount of (241,500,000) euros, and an implementation period of (840) days, including the implementation of the scope of the monopoly invitation (HG-29-2023). With the preparation of reserve materials for a period of two years, the gas reduction system (GRS) and the cooling system (UP-STREAM), and other civil works, and the implementation of an integrated training curriculum with an increase of (14.73%) over the estimated cost according to financial authorities.

    With the aim of the Service and Engineering Effort Team continuing to implement its service campaigns in Baghdad and the governorates, the extension of work was approved by Cabinet Resolution (23042 of 2023), until the Service and Engineering Effort Team completes its work tasks, and the Director of the Prime Minister’s Office is authorized to contract for up to one billion dinars.
    In the foreign relations file, the Council of Ministers agreed to open an Iraqi consulate general in the German city of Munich, based on the Foreign Service Law (45 of 2008) and the Vienna Convention on Consular Relations of 1963. The Ministry of Finance is responsible for allocating a sum of money for the purposes of opening the aforementioned consulate.
    The Council of Ministers continued to consider the topics of the session, and approved the following:
    First: Approval of the draft law on the Republic of Iraq’s accession to the Convention on the Elimination of Violence and Harassment in the World of Work, which was prepared by the State Council, and entered into force on June 25, 2021, and referred to the House of Representatives.
    Second: Amending Cabinet Resolution No. (23216) of 2023 as follows:
    1. Amending Paragraph (1) of the above resolution, by adding the phrase (the allocation as an investment shall be an exception to Cabinet Resolution No. 169 of 2022, and it may only be used for the purpose for which the allocation was made).
    2. Amending Paragraph (5) of the above decision, to be as follows: (Obligating the company implementing the Al-Rashid Camp project to establish an air base as an alternative to Al-Salam Air Base, after obtaining the necessary approvals.
