The Coordination Framework has determined the features of holding a session to elect the new Speaker of the House of Representatives, after the resumption of Parliament sessions.
The leader of the framework, Aqil Al-Rudaini, said in a press statement that “the date of the House of Representatives session depends primarily on the Sunni-Sunni agreement on the candidate for this position, as the differences between the Sunni political parties are still ongoing, and therefore it is not possible to set any session in light of this conflict and disagreement.”
Al-Radini explained that “the Coordination Framework and the rest of the political parties do not want to set a date for the session to elect the Speaker of Parliament in light of this conflict for fear of repeating the failure in the election again, and for this reason we hope to reach a Sunni-Sunni agreement on a single candidate in the coming few days, and the issue of reopening the nomination process was rejected and is still rejected because it is a legal and constitutional violation that cannot be worked on under any pretext.”
On November 14, 2023, the Federal Supreme Court, “the highest judicial authority in Iraq,” decided to terminate the membership of Parliament Speaker Mohammed al-Halbousi, following a lawsuit filed against him by MP Laith al-Dulaimi, in which he accused him of forging his (al-Dulaimi’s) resignation from membership in the House of Representatives. As a result, the Federal Court ruled to terminate their membership (al-Halbousi and al-Dulaimi).
On November 21, 2023, the Iraqi Parliament decided to officially terminate the membership of Parliament Speaker Mohammed al-Halbousi.
Since then and until last June, the House of Representatives held several sessions to elect a new Speaker of the House, but the differences between the Sunni political forces prevented this.
