Baghdad Report ... Youssef Salman: The digital economy is witnessing a rapid global transformation, as digital technology has become an essential part of economic and social life.
Despite the major challenges facing Iraq, the government has realized the importance of digital transformation and has begun to take sound and effective steps towards building a digital economy that contributes to improving the efficiency of various sectors and enhancing economic growth.
In light of the current situation of the digital economy in Iraq, parliamentary and academic economic circles believe that Iraq has a good base for launching into the digital economy, thanks to the expansion of Internet use and the spread of smartphones, which reflects a noticeable availability of digital infrastructure.
However, Iraq faces major challenges that hinder the development of the digital economy sector, according to those circles, most notably "the weakness of the technological infrastructure in some areas, the lack of trained digital competencies, as well as the security and political challenges that affect the stability of the investment environment."
Regarding the available opportunities, the Parliamentary Investment and Development Committee confirms that Iraq has a wide range of opportunities to enhance its digital economy. "Iraq has a young population, which represents a great opportunity to invest in the digital education sector and develop local competencies in the fields of technology. The oil and gas sector, which is the pillar of the national economy, can also be supported in financing digital transformation projects and the necessary infrastructure for this," said committee member MP Susan Mansour in an interview with the News Outlet.
" There is growing global interest in the digital economy, which opens the door for Iraq to benefit from international partnerships and foreign investments in this field," she added.
Regarding the nature of the proposed solutions, the member of the parliamentary committee stressed the importance of improving the digital infrastructure, and that the government invests in improving the quality of the Internet and expanding communications networks to include all regions of the country, which contributes to enhancing digital communication, as well as developing the education and training sector by supporting the government and the private sector for training programs to develop digital competencies, especially in areas that witness high demand such as programming, data analysis, and cybersecurity, in addition to enhancing political and security stability.
In contrast, the researcher in economic affairs, Ali Karim Idhaib, stressed the importance of the digital economy in building smart societies that enhance the capabilities of actors, public authorities, the Iraqi government, business projects in the private sector and citizens as well, especially youth and women, in making optimal decisions and reducing inequality.
Idhaib said, in an interview with the News, "At the present time, it is necessary to abandon rentierism or reduce reliance on it primarily in building the financial budget in its investment and operational aspects, and move towards diversifying the state's financial resources."
He added, "Iraq has many economic savings that can generate billions of dinars annually."
He explained that "Iraq has taken serious steps towards this, but they are slow, including the shift from using cash to digital cash, which the current government has done in a move to curb dollar smuggling, as well as increasing digital transactions.
This is the first sign of the digital economy in Iraq, which has an impact on economic growth, in light of the challenges of digitization and business flexibility associated with the growth of the digital economy, leading to the spread of the use of information and communications technology in all social and economic endeavors, which expands the scope of opportunities, stimulates economic growth and improves the provision of public services."
For his part, the trainer of the digital economy program provided by "Capital Foundation" Muhammad Al-Moumen, in an interview with the Iraqi News, considered that "the most important components of the digital economy are the presence of specialized journalism that covers the digital economy, through its ability to analyze and write specialized reports to provide indicators specific to the digital economy,""" as it includes several aspects, including digital media, digital economy, artificial intelligence and digital transformation."""
He added that "the basic principles of any successful digital economy include providing a smart digital infrastructure, supporting emerging technology applications, encouraging innovation, spreading digital culture and providing a safe and reliable digital environment."
