US Ambassador to Baghdad Alina Romanowski called on Friday (August 30, 2024) for legislative amendments so that people can feel safe and dignified in their communities without fear of kidnapping.
Romanowski said in a post on the "X" platform, which was followed by "Baghdad Today": "On the International Day of the Victims of Enforced Disappearances, the US Embassy in Baghdad honors those affected by this heinous crime."
She added: “We call for legislative amendments so that people feel safe and dignified in their communities without fear of kidnapping.”
The world celebrates the International Day of the Disappeared on August 30 of each year.
The Babel Tower Organization confirmed on Sunday (September 10, 2023) that the draft law to combat enforced disappearance is one of the important laws that support the consolidation of civil peace.
The organization said in a statement received by "Baghdad Today", that "the draft law to combat enforced disappearance comes as one of the important laws that support the consolidation of civil peace and contribute to the justice of the victims and their families of the missing, especially in the areas that witnessed war crimes at the hands of ISIS, where thousands of people were disappeared whose fate is still unknown."
The statement added that "this year's Tower of Babel project aims to raise awareness about the issue of the disappeared by involving journalists, writers and artists for the purpose of advocating and reminding people of this category of victims in coordination with the relevant authorities in Parliament, the Prime Minister's Office, the Ministry of Interior, the Human Rights Commission and the Martyrs Foundation."
The statement indicated that "the project's activities include forming a team of data collectors in five governorates, including Salah al-Din, Anbar, Diyala, Kirkuk and Basra, in addition to holding joint sessions, a poster exhibition and then a dissemination campaign on social media."
According to the International Committee of the Red Cross, Iraq has one of the largest numbers of missing persons in the world, with the International Committee on Missing Persons estimating that the number of missing Iraqis may range between 250,000 and one million people.
It is noteworthy that the Parliamentary Human Rights Committee called on Wednesday (August 30, 2023) to expedite the legislation of the law on enforced disappearance and prepare an official database registered for the forcibly disappeared and cooperate with the International Commission on Enforced Disappearances.
The committee stated in a statement received by "Baghdad Today", that "on the International Day of the Victims of Enforced Disappearances, which falls on August 30, we all stand affected by the crimes that violate human rights and are prohibited under international law. The definition of enforced disappearance means all victims of individuals who are arrested, kidnapped and detained in poor places and conditions by government officials or certain extremist groups and organizations such as the terrorist ISIS organizations and others."
The statement added, "Their fate is unknown, and their families and legal representatives are unaware of their true fate. There are still many victims who have been missing and disappeared since the time of the former regime and since 2004 until now, and their fate is unknown and there is no information about them."
He continued, "The file of enforced disappearance is a file related to human rights, and Iraq is a signatory to the law of the Republic of Iraq's accession to the International Convention for the Protection of All Persons from Enforced Disappearance No. 17 of 2009."
The statement called on the government to send the draft law as soon as possible for the purpose of voting on it, in addition to working with the government and civil society organizations to prepare an official database registered for the forcibly disappeared and to cooperate with the International Commission on Enforced Disappearances in accordance with what was stipulated in the agreement signed by Iraq to reduce cases of enforced disappearance and to compensate the moral and material damage to the families of the victims who suffered from the loss of the fate of their relatives and families and to pay attention to them by providing them with justice by enacting the law as soon as possible.
"Enforced Disappearance" Law Before Parliament
On July 6, 2023, the government referred the draft law “Combating Enforced Disappearance” to Parliament for approval, after it had been obstructed for several years by political parties that refused to proceed with voting on it.
The Council of Ministers approved the draft law to combat enforced disappearance and referred it to the House of Representatives based on the provisions of the Constitution. The Council stressed "taking into consideration the observations of the Legal Department in the General Secretariat of the Council of Ministers."
The House of Representatives had attempted to pass a law called “Protecting Persons from Enforced Disappearance” in mid-2019, but after the first reading, the procedures for proceeding with its approval were halted due to the opposition of some political parties.
