Director of the Office for the Elimination of Illegal and Prohibited Weapons and Acting Assistant Secretary of State for Political and Military Affairs, Karen Chandler, confirmed that the possession of illegal weapons by groups, including man-portable air defense systems, is “a matter of great concern,” adding that the government The US is working with the Iraqi government to identify this type of weapons and weaponry and “prevent their smuggling.”
Karen Chandler added: We have witnessed the spread of Iranian weapons around the world. This is a very serious concern. One of the things that is most concerning to us is what are called shoulder-fired missiles, or man-portable air defense systems. My office has a task force on MANPADS, where we focus on how to prevent this type of weapon from spreading and falling into the hands of criminal and terrorist groups. Because those missiles, which are launched from the shoulder, can target and shoot down a civilian aircraft. Therefore, since 2018, we have worked with the Iraqi government to train them, so that they can recognize this type of weapons and help prevent their smuggling, even if they are fragmented.”
Chandler stressed that the weapons, including portable air defense systems, are in the hands of unauthorized groups in Iraq and the region. A problem that the US government takes very seriously, and so the US government is “working throughout the region, not just with Iraq, but with other governments in the region and with the Arab Civil Aviation Organization, to train people so they understand what these weapons look like if they are smuggled.”
There are a number of Iranian-backed militias in Iraq, including the so-called Islamic Resistance in Iraq. These groups possess drones and shoulder-fired missiles. These groups have claimed responsibility for most attacks on American forces in Iraq and Syria, and linked them to American support for Israel in Its war in Gaza.
The United States supports the Iraqi government in the war against ISIS and supplies it with weapons, and in May 2022, the Iraqi Ministry of Defense contracted with the United States and France to import advanced weapons and strengthen artillery despite concerns about militias’ access to government ammunition in Iraq. Chandler said: “When the United States provides weapons "For the Iraqi government, we are being provided with assurances that it will be used for the purpose for which we intend it to be used, and that it will be used in accordance with international humanitarian law."
