Today, Saturday, Prime Minister Muhammad Shiaa Al-Sudani chaired the second meeting of the Supreme Committee for Coordination between the Council of Ministers and the federations and unions, and it witnessed research and discussion on the most important topics and issues related to the work of these organizations, and discussion of what is on the agenda of the session.
In order to continue communication between the government, its executive bodies, and the federations and unions, the Prime Minister directed that each federation or union be hosted periodically during the Council of Ministers session, to follow up on the requirements and developments regarding the union’s work and professional affairs, and the requirements of the professional sector that it represents.
In support of scientific research, the Prime Minister directed the formation of a committee from the Syndicate of Academics, the Ministry of Higher Education and Scientific Research, the Board of Advisors in the Office of the Prime Minister, and the Legal Department in the General Secretariat of the Council of Ministers, to study the preparation of a mechanism for granting incentives and rewards to distinguished Iraqi researchers who are published. Their research in reputable scientific and international platforms and magazines, as well as a legal study of the Academic Syndicate’s request for them to enjoy full allowances during sick leave, and the extent of their compliance with the controls of the law.
Regarding the working paper related to the Iraqi Federation of Industries, His Excellency directed that the Legal Department in the General Secretariat undertake to find mechanisms with the Federation to remove obstacles to the work of the private industrial sector, including paying in installments the amounts of fines owed by some industrial projects, and referring the installment of social security contributions for workers and employers to the Council. Managing the workers’ retirement and social security funds.
Regarding holding the Arab Dentists Conference, which is scheduled to be hosted by the capital, Baghdad, His Excellency directed to provide full support to the Dentists Syndicate, so that the conference would come out in a manner befitting the status of Iraq.
During the meeting, Mr. Al-Sudani directed that communication take place between the Pharmacists Syndicate and the Baghdad Governorate to find solutions to the issue of allocating land plots for pharmaceutical industry projects, and for the concerned authorities to also address the issue of the tax on imported materials for the pharmaceutical industry.
Within the framework of the working paper related to the Veterinarians Syndicate, the meeting approved the following:
1- Statement of the opinion of the Agricultural Bank regarding providing and facilitating loans to veterinarians.
2- Statement of the opinion of the Ministry of Higher Education and Scientific Research regarding reconsidering the number of colleges of veterinary medicine and merging some colleges in light of Cabinet Resolution (23337) of 2023.
3- Coordination between the Veterinarians Syndicate and the Ministry of Health regarding issues related to human and community development for study by the Ministerial Council For human development.
4- Coordination between the Veterinarians Syndicate and the Ministry of Construction, Housing, Municipalities and Public Works, regarding the distribution of residential plots of land for veterinarians, based on Legislative Order 12 of 2004.
5- Statement of the opinion of the Baghdad Investment Authority, regarding the involvement of a member of the union in the Investment Authority to establish an animal city project As an investment opportunity, and employing a number of veterinarians there.
6- The Ministry of Health undertakes the exercise of health control over restaurants to inspect meat and maintain public health, based on the provisions of Public Health Law No. 89 of 1981.
7- The Ministry of Health appoints a veterinarian specialized in examining meat to supervise animal slaughterhouses, based on Animal Slaughter Law No. 22 of 1972.
The meeting discussed the affairs of the Artists Syndicate and the working paper submitted in this regard, and approved the following:
1- Coordination between the Artists Syndicate and the Baghdad Governorate, regarding identifying a suitable plot of land to establish a home for the care of artists, so that appropriate measures can be taken regarding its sale or allocation to the aforementioned Syndicate.
2- Coordination of the Artists Syndicate, including the Ministry of Construction, Housing and Municipalities, and the Municipality of Baghdad, regarding the distribution of residential plots of land within the borders of cities and towns among citizens, according to the controls for allocating residential plots of land, to include the aforementioned Syndicate in Legislative Order 12 of 2004, and it can coordinate with the relevant authorities. To build a residential complex.
3- Coordination between the Artists Syndicate and approved banks and financial institutions regarding tax exemption and banking facilities, including advances and loans on easy terms. Because it requires legislative intervention, based on the provisions of Article 28/First, of the Constitution.
4- Statement of the Ministry of Finance’s opinion regarding increasing the annual grant granted to artists.
5- The Ministry of Foreign Affairs facilitates the granting of entry permits (visas) to artists participating in Arab cultural events and festivals, in accordance with the law.
6- Studying the establishment of an artistic production company (mixed sector), to contribute to artistic and dramatic production.
The working paper related to the Nursing Syndicate was also discussed, and the meeting approved the following:
1- Statement of the opinion of the Ministry of Higher Education and Scientific Research regarding canceling the creation of branches and departments in the College of Medical and Health Technologies (dialysis techniques, the college, the industrial college, blood diseases, first aid and emergency, and Other).
2- Statement of the opinion of the Ministry of Health regarding amending Cabinet Resolution (243 of 2017), regarding the possibility of involving those with nursing specializations in membership in the Board of Directors of health departments in the governorates, and managing the boards of directors in educational hospitals, by amending the system of the Board of Directors in health departments (4 of the year 2017), and the system of boards of directors in the teaching hospital (5 of 2017).
3- Obtaining the approval of the Minister of Health regarding referring the nursing union’s request to the opinion body, which includes the creation of the position of assistant director general for nursing affairs in health departments in the governorates, provided that the number of assistants in the department does not exceed two assistants, otherwise the approval of the Prime Minister is obtained.
4- Coordination between the Nursing Syndicate and the Ministry of Health regarding the provision of a leadership and administrative development program for nursing and midwifery staff.
5- Coordination between the Nursing Syndicate and the Ministry of Higher Education and Scientific Research regarding the establishment of nursing colleges in the governorates, after fulfilling the requirements for establishing them in universities and governorates that do not have such colleges, in accordance with Cabinet Resolution (23337) for the year 2023.
6- Presentation of the topic of creating clinical studies (The Iraqi Board of Nursing), and the Arab Board of Nursing, to the competent authorities (the Iraqi Board of Medical Specializations, and the Ministry of Higher Education and Scientific Research).
7- Statement of opinion of the Ministries (Higher Education and Scientific Research, and Health) regarding the establishment of midwifery colleges.
8- Coordination between the Nursing Syndicate and the ministries (Finance, Health, Planning/National Center for Administrative Development and Information Technology), regarding the preparation of a modern job description that matches academic and professional qualifications and experience.
9- Coordinating the Nursing Syndicate with the Ministries of Higher Education and Scientific Research and Health to study and adopt proposals for nursing paths and programmes.
10- The Nursing Syndicate submits proposals for draft laws that would find a solution to the problems and challenges facing the nursing profession at the private sector level, and submits these projects through the Ministry of Health in accordance with legislative contexts.
11- The Nursing Syndicate, in coordination with the General Secretariat of the Council of Ministers/Non-Governmental Organizations Department, identifies non-governmental organizations registered under the umbrella of the aforementioned department, which hold courses or workshops for non-specialists, including complex nursing operations and procedures entrusted to licensed nursing staff, and human health trafficking. And put their lives in danger.
12- Coordination between the Nursing Union and the Ministry of Health regarding regulating the wages of nursing staff and midwives in nursing clinics and private health institutions, as well as the employment of foreign nursing workers.
13- Emphasis on the Ministry of Health regarding the regulation and control of the practice of medical and health professions, in coordination between it and the Nursing Syndicate, based on the Ministry of Health Law (10 of 1983) and the Law on the Practice of the Nursing and Midwifery Professions (69 of 2012), which authorized the aforementioned union to regulate and renew the practice of the profession.
