Yesterday, Saturday, the Ministry of Planning responded to the circumstances of the reduction in allocations to the governorates, indicating that the total allocations available to finance the governorates amounted to 41 trillion dinars for investment, including 4 trillion dinars only for the Kurdistan region, and 38 trillion dinars for the rest of the governorates, noting that the numbers shown in the tables are only development amounts. Regions, not investment spending.
The Ministry indicated in a statement received by (Al-Mada) that “the allocations of the Regional Development Program and the undisbursed amounts, of which the remaining amount of funds for the year 2023 and registered in deposits with the Ministry of Finance amounted to more than 6.9 trillion, in addition to the remainder of food security restricted in deposits with the governorates, amounting to more than 5.8 trillion.” Dinar".
The ministry explained that “what was allocated to the projects of the federal ministries that are implemented in the governorates excluding the region amounted to more than 38.4 trillion dinars, and what was allocated in the total investment spending for the region was 4.8 trillion dinars, so that the total amounts available to the governorates reached more than 41.5 trillion dinars.” .
The Ministry considered that “the comparison between regional development allocations to the governorates and the total investment spending of the Kurdistan region is incorrect.”
She stressed, “A comparison must be made between the total investment spending of the governorates resulting from the investment spending of the ministries, which amounts to more than 41.5 trillion dinars, while Kurdistan only has 4.8 trillion dinars.”
The head of the Basra Provincial Council, Khalaf Al-Badran, announced that “many districts and districts of Basra have submitted their projects to the Provincial Council and are awaiting a vote on them,” noting that “the cost of these projects reached 2.9 trillion dinars.”
He added, “Many of these projects will be canceled due to the insufficient allocation to the governorate within the budget, which amounted to only 850 billion dinars.”
Al-Badran considered that “the central government (oppressed) Basra with these allocations.”
