International recognition of the difficulty of regulating artificial intelligence

The International Telecommunication Union acknowledged the difficulty of establishing laws to regulate artificial intelligence at the present time, because the road map for it is not yet clear.
The Union's regional director in the Arab region, Adel Muhammad Darwish, told Al-Sabah: "Artificial intelligence is a breakthrough in the current situation in the information technology sector," noting that "the United Nations is working with AFEX technology in using artificial intelligence."
He added, "The Union has a long history in following up on the developments in the issue of artificial intelligence, as the annual conference on artificial intelligence technology will be held during this year at the international level for the ninth year in a row."
Darwish stated that “the role of the Union is to motivate countries through services and deliver them to the general public to use them in a manner commensurate with the capabilities of artificial intelligence and the development of the digital economy in the country,” noting “the difficulty of establishing laws to regulate this technology at the present time, because the roadmap for it is not yet clear.” now".
He explained, "There is a Summit of the Future conference next September at the United Nations level to discuss the global trend regarding artificial intelligence."
For her part, the expert in artificial intelligence affairs, Dr. Israa Nazeer, said in an interview with “Al-Sabah”: “Success in implementing the artificial intelligence strategy requires a deep understanding of the current situation and potential challenges, including the need to adjust legislation and policies to ensure the provision of a safe and appropriate environment for the development of technology.” And use it effectively.”
She stressed, “The main objectives of the artificial intelligence strategy should be identified, such as promoting innovation and improving public services, in addition to ensuring safety and ethics in the use of technology, and developing policies and a legal framework that regulates the use of smart technology in a way that ensures security and privacy for citizens, with an emphasis on ethics in research and development.” And the use of smart technologies.
The expert called for "the need to enhance public awareness and training about the benefits of artificial intelligence and potential challenges, in addition to providing appropriate training to human cadres to ensure their understanding and effective use of new technology. Cooperation and partnerships with the private sector, academics, and civil society are essential for exchanging knowledge and experiences and enhancing technological development capabilities."
Nazeer explained, “The importance of developing mechanisms to monitor the implementation of the strategy and evaluate its impact periodically to ensure the achievement of set goals and to amend plans and policies based on new challenges and opportunities.”
