    After the great wave of anger that erupted from representatives of the central and southern governorates due to the reduction in the budgets of these governorates in the budget tables for the current year, these representatives found themselves in embarrassment in front of their audience.

    These representatives had no choice but to announce their refusal to vote on this budget, because if they agreed to the budget schedules, they would certainly lose their audience.
    On the twenty-first of this month, the Secretary of the House of Representatives, Safwan Bashir Al-Jarjari, received the budget schedules for the year 2024 from the federal government.
    The Media Department of the House of Representatives said in a brief statement that Al-Jarjari referred these schedules to the Presidency of the House of Representatives.
    The 2024 budget, according to what Prime Minister Muhammad Shiaa Al-Sudani announced, amounts to 211 trillion dinars, and employee salaries for the year 2024 amount to 62 trillion dinars, while the 2023 budget amounted to 199 trillion dinars and employee salaries amounted to 59 trillion dinars.

    According to Al-Sudani, the revenues of the 2024 budget are estimated at “144 trillion and 336 billion dinars, while expenditures amount to 210 trillion and 936 billion dinars, while the deficit is 63 trillion and 599 billion dinars.”
    Al-Sudani said, “The governorates’ allocations to local government programs with an investment allocation amounted to 10.633 trillion dinars in 2023, and we financed 3.333 trillion dinars, based on fundamental requests from the governorates,” adding, “The remainder of the allocation is 7.333 trillion dinars in a trust account, at the disposal of the governorate governments.”
    A number of representatives in the central and southern governorates confirmed their intention not to vote on these schedules, which oppressed their governorates and enriched the Kurdistan region.
    Member of the Parliamentary Finance Committee, Jamal Kujar, announced today, Sunday, that the committee will soon begin discussing the budget schedules with the Ministers of Finance and Planning, while noting that voting on the schedules will take place after preparing the final report on them.
    Koger told Al-Maalouma, “The Parliamentary Finance Committee is preparing to host the Ministers of Finance and Planning to discuss the 2024 budget schedules before voting on them.” 

    He added, "The advisors in the Parliamentary Finance Committee will present a detailed report on the differences between the 2023 budget schedules and the 2024 budget, and we will have two sessions in which the Ministers of Finance and Planning will be hosted." 
    He pointed out that "the Finance Committee will study the schedules in detail and then prepare a comprehensive report to be presented in a general parliamentary session to approve the schedules."
    For its part, the Sadiqoun Parliamentary Bloc called on the Parliamentary Finance Committee to return the budget schedules to the government for review and amendment.
    Member of the bloc, MP Ali Turki, told Al-Maalouma, “The tables are unfair and unfair to the central and southern governorates because they ignore the population percentages in these governorates,” noting that “they gave the governorates of the region more than they deserved.” 
    He believed, "It is not fair to deal with local governments in the center and south with small funds that do not achieve the goals set for completing the projects that they prepared in their annual plans, and their inability to complete the lagging and stalled projects that they started."
    The draft budget schedules for 2024 had aroused political circles due to the reduction in the shares of the central and southern governorates, compared to the governorates of the Kurdistan region.

    The southern governorates, especially Basra, Dhi Qar and Maysan, suffer from cancer due to radiation from oil fields.
    In addition, the Islamic Dawa Party announced its refusal to affect the financial entitlements of the central and southern governorates in the 2024 budget.
    A statement from the party stated, “Reducing the governorates’ budget contributes to the decline in services, especially since local governments are at the beginning of their work in their current session, and those governorates are suffering from many crises and need more attention and exceptional allocations.”
    He added, "We hope that all people's representatives will stand by their people to guarantee their rights, especially since the vast majority of this budget's revenues come from these governorates and their oil wells. It is necessary to do justice to them as stipulated in the Constitution and required by justice."
    The statement continued, “We hope that the government will address this imbalance and disparity in the distribution of the federal financial budget between Iraqis and their regions, especially since oil prices are high.”
