    The Council of Ministers, in its twenty-ninth regular session headed by Prime Minister Muhammad Shia Al-Sudani, approved a set of decisions related to electricity, investment projects, and the fourth ring road to Baghdad, and some decisions related to the Iraqi Doctors Syndicate. 

    The Prime Minister's Media Office said, in a press statement, “The Council of Ministers held its twenty-ninth regular session, headed by Prime Minister Muhammad Shiaa Al-Sudani, in which the general conditions in the country were discussed, and paths for the following: “Up on the implementation of the government program according to priorities and targets, and the most important files were also reviewed.” related to development, economic and political aspects, and developments in the situation at the national level, as well as considering the topics on the agenda and making decisions regarding them.” 

    In the field of investing our national wealth of associated and liquefied gas, the Council of Ministers approved the Ministry of Oil's acquisition of the lands on which (the Central Gas Processing Plant/CPF Gas project) will be built, within the Halfaya-Basra field , and completion of the laying of the dry gas and liquefied gas pipelines. (LPG), according to the principle of consensual compensation; This includes compensating the holders of disposable rights consensually, in accordance with the Expropriation Law (12 of 1981), as well as settingtling the rights of the owners of agricultural contracts (other than holders of disposable rights), in coordination with the Ministry of Oil. With the Ministry of Agriculture, identifying the lands required for its activities and requesting the termination of the agricultural relations concluded on them. Based on the terms of the contract between the contractor and the Ministry of Agriculture, the beneficiary party (the Ministry of Oil) shall compensate the contractors for the value of the constructions and plantings, through specialized committees formed for this purpose, based on the provisions of Law (35 of 1983), and for contractors in accordance with laws and legislation other than the aforementioned law, Compensation shall be in accordance with what is stipulated in the legislation and the rest of the agricultural legislation and according to the type of agricultural relationship .

    1- Authorizing the Ministry of Construction, Housing and Municipalities to choose the appropriate contracting and advertising method for the components of the Fourth Ring Road of the city of Baghdad, as an exception to the instructions for implementing government contracts (2 of 2014), for The purpose of accelerating the contracting and implementation procedures for the aforementioned project, as it is one of the most important strategic projects within the government program. 

    2- Including the technical, financial, legal and other requirements, according to the standard document, with minimum limits, and with a reduction rate not exceeding (40%) of the standards of standard documents for large works circulated by the Ministry of Planning, In order to ensure the selection of reliable and qualified companies, and to avoid redirecting invitations and submitting inappropriate bids. Responsive in the possibility of adopting standard ratios, compared to the estimated cost of the project and its components.

    3- Ministries and entities not affiliated with the Ministry provide support for the implementation of the Fourth Ring Road project for the city of Baghdad, which is implemented by the Ministry of Construction, Housing and Municipalities, and consider all aspects related to implementation as a top priority

    The office pointed out that, “In continuation of the approach and steps of tax reform, the Council of Ministers approved the recommendations and minutes of the meeting of the Supreme Committee to follow up on the implementation of the third tax reform, taking into account the “Observations of the Legal Department in the General Secretariat of the Council of Ministers.”

    The Prime Minister directed, according to the statement, “to adopt the mechanism proposed by the Federal Office of Financial Supervision, to calculate the amount of the late fine on the companies implementing the Rusafa water project.”

    The Council of Ministers continued to consider the proposals and working papers submitted by the unions and federations. As part of the regular hosting of the captains and heads of the unions, the Council hosted in its session for today the President of the Iraqi Doctors Syndicate; To discuss the paper submitted by the union and the proposals contained therein, the Prime Minister directed the following:

    1- Reappointing doctors who resigned or those who left work, in the Ministry of Health, to the grades allocated to the ministry within the 2024 budget law

    2- Establishing the Ministry of Higher Education and Scientific Research In coordination with the Ministry of Health and the Iraqi Doctors Syndicate, a study is being prepared to expand admission to postgraduate studies inside Iraq for medical specialties, according to the capabilities available for the next academic year

    3- The Ministry of Health coordinates with the Ministry of Higher Education and Scientific Research to prepare training programs for doctors outside Iraq.

    4- The Ministry of Higher Education and Scientific Research is responsible for stopping the establishment of medical colleges and departments in current or future private universities and colleges, in accordance with approved standards, and it is referred to the Ministerial Council for Development to be submitted to the Council of Ministers.

    5- The Inspection Department of the Ministry of Health, in coordination with the Iraqi Doctors Syndicate, monitors the work of health institutions operating in the private sector, established in accordance with the Federal Private Health Institutions Law (25 of 2015).

    6- The Ministry of Health is coordinating with the Medical Syndicate to study amending the Federal Health Institutions Establishment Law (No. 25 of 2015).

    As a follow-up by the Council on electrical energy projects, the session witnessed the approval of the Ministerial Council for Energy's recommendation (24060 I) for the year 2024, regarding a letter of guarantee for the Haidariyah power station expansion project in Najaf Al- Ashraf, which included approval of the implementation of the company's request to use its own financial resources deposited in Iraqi banks, which they cannot be disposed of currently, and the financial payments due to the aforementioned company are due to the Ministry of Electricity from previous and current projects. , and reserved as a letter of guarantee for the completion of the expansion project, provided that the project is listed with the Ministry of Planning for the year 2024.

    The Council approved the recommendation of the Ministerial Council for the Economy (24193 Q) Regarding the Purchase of damaged or defective electrical wires and cables from the Ministry of Electricity, which includes approval for the purchase of Or General Company / one of the formations of the Ministry of Industry and Minerals, of the aforementioned materials from the Ministry of Electricity and all its formations, for a price agreed upon between the two parties, provided that the revenues are transferred from the Ministry of Electricity to the Ministry of Finance, and that the aforementioned company bears responsibility for sorting and loading the waste, provided that it is used exclusively In the manufacture of cables, taking into account the opinion of the Legal Department in the General Secretariat of the Council of Ministers.

    3- The relevant authorities change the type of the plot of land numbered (1/6 m 28 tags) on which the project in question is required to be established, with an area of ​​​​(266 dunams) and whose ownership belongs to Al Karama General Company; From agricultural to residential according to the law.

    4. Removing the encroachments established on the land of the aforementioned project through the coordination of the Military Industries Company with the Baghdad Operations Command, and handing over the land to the investor within (30) days from the date of allocation, free of concerns, Based on the system of selling and renting real estate and lands of the state and the public sector for investment and musataha purposes. According to it (6 of 2017).

    Regarding economic reform, the Council approved a draft law to repeal the Law on Ratifying the Economic Unity Agreement between Arab Countries No. (169) of 1963, and referred it to the House of Representatives, based on the provisions of the Constitution.[/rtl]
