The position of the Speaker of the House of Representatives remains vacant for the eighth consecutive month, and the debate and shifting of positions among Sunni politicians continues. While the Legal Committee denied receiving any request to amend the internal regulations of the House so as to open the door to candidacy for the position again, representatives from different blocs rejected what they called political agreements to nominate candidates, calling for the election to be practiced in a democratic manner.
Academic Dr. Khaled Al-Ardawi believes that keeping the situation as it is serves the interests of some political parties.
Al-Ardawi told Al-Sabah: “The crisis of the presidency of the House of Representatives will not end soon, as the Sunni house is still divided, the Shiite house is not interested, and the Kurdish house is watching.” He continued: “If the situation remains as it is, the legislative session will end with the parliament as it is, which will lead to the weakening of the people’s confidence in the legislative authority.”
While political researcher Dr. Majash'a Al-Tamimi described what is happening as a vicious circle, he told Al-Sabah: "There is nothing new in the political crisis and no progress in solutions," adding, "The crisis is still the same and the political forces are going around in a vicious circle; the initiatives are coming late as if the Sunni political forces do not want a solution to this crisis." In addition, member of the parliamentary legal committee, Mohammed Jassim Al-Khafaji, said in an interview with Al-Sabah: "The formal and legal conditions necessary to hold a session to choose the speaker of the council are currently available," noting that "the delay in holding the session is due to the political blocs not agreeing on a specific candidate, which is obstructing the continuation of this important procedure."
He added, "The House of Representatives is not concerned with changing the systems or laws that are subject to useless political agreements." Al-Khafaji concluded his speech by saying, "What is being said about amending the internal regulations to change the candidates for the presidency of the parliament is just media talk so far and part of the discussions taking place outside the council and among the political forces, and is not linked to official procedures within the council."
Meanwhile, Badr parliamentary bloc member Moeen Al-Kadhimi told Al-Sabah: “The Coordination Framework’s opinion is to urge the Sunni blocs to agree as soon as possible to elect the Speaker of Parliament, but there are still differences between the Sunni parties regarding the nomination of a Speaker of Parliament,” stressing that “the selection of a candidate for the position of Speaker of Parliament has not been decided yet.”
For his part, member of the Azm parliamentary bloc, Raad Al-Dahlaki, told Al-Sabah that “the political movement is pressing towards deciding on a candidate for the position of Speaker of the House of Representatives, and there is an understanding among the political blocs to proceed with setting a session to resume the election of a candidate for the position, and any candidate must win through the elections.” He added that “the differences still exist, but they give a positive character because they represent democratic work, while the political agreement is a blow to democracy, so we refuse to divide democracy according to the political mood.”
