    [size=45]The Ministry of Finance issued a clarification regarding the statements related to the state budget for the year 2023.[/size]
    [size=45]The ministry’s statement stated that “in reference to the statements made by MP Mustafa Al-Karawi regarding the 2023 expenditures, which amounted to (145) trillion dinars compared to oil and non-oil revenues of (135) trillion dinars, and that the difference was financed from the 2022 to 2023 carryover, in addition to borrowing according to the 2023 budget law, and as the Ministry of Finance clarifies, all the financing requests submitted to us from all spending units have been implemented.”[/size]
    [size=45]The statement added: “Knowing that the allocations after 12/31/2023 lapse at the end of the fiscal year and cannot be financed according to Article (23/A) of the Financial Management Law, the text of Article (No. 6 of 2019), and according to the Federal Budget Law for the year 2023, Article (2/First - 4-H) indicated that in addition to the fact that the Ministry of Finance has taken the necessary measures in coordination with the governorates and all funds included in the budget law by recording the remaining amounts for investment projects that have not been financed and have not been disbursed to the trust account in order to continue spending for the following year that was transferred to the trust account according to the above budget law, amounting to (9.4) trillion dinars.”[/size]
    [size=45]The ministry continued, “As for his statements about the lack of financial liquidity for the year 2024 for the month of July and the following months, the Accounting Department will not be able to finance salaries, we point out that this statement is inaccurate because salaries, with all their names, are among the priorities of the Ministry of Finance and that it finances approximately (7.5) trillion dinars per month for employee compensation, retirement salaries, grants, social welfare salaries, salaries for people with disabilities, student allowances, and salaries of elected officials.”[/size]
    [size=45]Regarding the issue of the program and performance budget, the Ministry of Finance said, “Our ministry has been committed to implementing it for more than two years, within the special programs section included alongside current spending and included annually in Schedule (E) attached to the Federal Budget Law, including the government program that includes the name of the program, activity, economic classification, and its classification. Implementing the program and performance budget does not mean canceling the item budget (section, material, type, etc.) at all, so clarification is necessary.”[/size]
