Political stalemate deepens crises.. Delaying the selection of the Speaker of the House of Representatives exacerbates the crisis in Iraq

Amid the successive crises plaguing Iraq, the dilemma of the House of Representatives continues without a solution.
It is believed that many of the political events that shook the country are directly linked to the obstruction of the selection of a new president for the council, which added additional complications to the tense political scene and led to a deepening of the stalemate in the political process.
Al-Fatah Alliance member Ali Al-Fatlawi confirmed the division of the Coordination Framework between supporting Salem Al-Issawi and Mahmoud Al-Mashhadani for the presidency of parliament.
Al-Fatlawi said, “In the Coordination Framework, there are representatives who support Salem Al-Issawi for the position, and there are others who support Mahmoud Al-Mashhadani.”
He added, "Prime Minister Mohammed Shia al-Sudani is part of the framework, and he supports one of the two parties. He did not disclose the person that al-Sudani supports."
He explained that "everyone is waiting for an agreement within the Sunni house on a figure to facilitate the process of passing one of them and ending the file of the presidency of the House of Representatives."
For his part, the leader of the United Anbar Alliance, Mohammed Al-Dhari, revealed that the position of Parliament Speaker had been decided upon for a person from outside the Sunni component, indicating the depth of the differences between those competing to occupy the position.
Al-Dhari said, “The issue of electing the Speaker of the House of Representatives has been forgotten, and it no longer has any importance for the political blocs or the leaderships, especially after the failure of all efforts aimed at bringing the viewpoints of those competing to win the position closer together.”
He added, "The Progress Party seeks to change the rules of the game by renominating a new figure, amending the internal regulations and the principle of majority, and betting on Mohsen Al-Mandalawi remaining as acting Speaker of Parliament until the end of the current session, if there is no agreement to accept the proposals of the Progress Party, led by the dismissed Mohammed Al-Halbousi."
He added, "The presidency of the House of Representatives was decided a short time ago and in an unannounced manner for Al-Mandlawi to remain for the remainder of the current parliamentary term."
In addition, Thaer Al-Jubouri, a representative of the State of Law Coalition, confirmed that the Sunni House did not leave the matter of choosing the Speaker of Parliament to the House of Representatives.
Al-Jubouri said, “The solution to the parliament presidency crisis may be linked to agreements between the candidates themselves, with one of them withdrawing and giving way to the other in order to limit the issue to one direction.”
He explained that "there is a state of conflict between the Sunni parties over the position," indicating that "agreement between these parties is far away according to the data."
He added, "If the Sunni blocs do not agree on a specific figure in the coming few days, the presidency file will remain as it is."
On November 14, 2023, the Federal Supreme Court, “the highest judicial authority in Iraq,” decided to terminate the membership of Parliament Speaker Mohammed al-Halbousi, following a lawsuit filed against him by MP Laith al-Dulaimi, in which he accused him of forging his (al-Dulaimi’s) resignation from membership in the House of Representatives. As a result, the Federal Court ruled to terminate their membership (al-Halbousi and al-Dulaimi).
On November 21, 2023, the Iraqi Parliament decided to officially terminate the membership of Parliament Speaker Mohammed al-Halbousi.
Since then and until last June, the House of Representatives held many sessions to elect a new Speaker of the House, but the differences between the Sunni political forces prevented this.
