    The first day of the 9th Belt and Road Initiative Summit, hosted by the Hong Kong Special Administrative Region of China, on September 11-12, witnessed the signing of 19 memoranda of understanding, including 4 memoranda between governments of countries and 15 memoranda between government companies and from the Middle East and the Association of Southeast Asian Nations.
    During the summit, the HKSAR government exchanged memoranda of understanding with the Maldives and Indonesia respectively on enhancing cooperation in combating corruption, with Cambodia on enhancing bilateral trade and economic cooperation, and with the Solomon Islands on cooperation in meteorology.
    This year's summit attracted about 6,000 political and business leaders from Belt and Road countries and regions, including government officials from about 10 countries and prominent international business leaders, as well as more than 100 delegations and 38 central state-owned enterprises from mainland China.
    The participants jointly explored opportunities and potential development areas as the Belt and Road Initiative enters the next golden decade, and looked forward to more diversified and closer cooperation among participating countries and regions in areas such as investment, business, trade, innovation, technology and green development.
    Under the theme of “Building a Connected, Innovative and Green Belt and Road,” the summit has enhanced its breadth and depth this year through various sessions focusing on the eight major steps announced by Chinese President Xi Jinping last year to support the high-quality development of the Belt and Road Initiative, thus enhancing cooperation between Hong Kong and Belt and Road countries and regions in a wide range of fields such as trade, investment, technology, arts and culture, and talent exchanges, while promoting Hong Kong as an important platform to showcase people-to-people connections and promote cultural exchanges.
    In his welcoming remarks at the official luncheon, Paul Chan, Financial Secretary of the Hong Kong Special Administrative Region Government, highlighted Hong Kong’s diverse financial services, which feature a deep and broad equity market as well as a vibrant bond market, providing an ideal platform for Belt and Road governments and companies to raise funds for infrastructure, green transformation and community projects.
    During the thematic sub-session titled “Building a Green, Sustainable and Innovative Silk Road through Legal Services and Dispute Resolution in Hong Kong,” Paul Lam, Secretary for Justice of Hong Kong, pointed out that legal issues and even disputes may arise from the beginning of the implementation of Belt and Road projects, describing Hong Kong as exemplary in providing comprehensive legal and dispute resolution services in the current context with its strengths in terms of strict environmental, social and governance standards, comprehensive intellectual property laws, and prestigious dispute resolution services.
    At the policy dialogue on "Multilateral Cooperation for an Interconnected World", Algernon Yau, Secretary for Commerce and Economic Development of Hong Kong, discussed with three overseas economic and trade ministers ways to leverage multilateral cooperation to create more opportunities for Belt and Road countries and regions.
    The Business Plenary Session brought together prominent business leaders to discuss Hong Kong's role in facilitating trade and business cooperation under the Belt and Road Initiative, and three other sessions were held on different topics such as "The Mainland-Hong Kong Trade in Services Seminar", "The Role of Captive Insurance in Supporting the Belt and Road Initiative", and "Mapping Green Development for a Connected World".
    This year’s summit has adopted a new green chapter, featuring a series of thematic sessions on green development, innovation and technology, inviting business leaders and corporate representatives to share ideas and experiences on green technology application and explore how Hong Kong can contribute to the sustainable development goal of Belt and Road countries and regions.
    The summit, which includes more than 800 individual business meetings for over 280 projects, will continue its discussions tomorrow with a business plenary session focusing on the Middle East and other emerging markets to explore new development opportunities under the Belt and Road Initiative, while investment sessions will cover innovation and technology, urban development, and the Middle East and North Africa.
