A crack within the “framework” may lead to early elections.. The “wiretapping” crisis has widened the tension

The “bugging devices” crisis inside the Prime Minister’s office has deepened the conflict within the Coordination Framework forces, leading to tensions and a crisis of confidence between its parties, which increases the indications of the approach of early elections, despite the recent statement of its leaders supporting the government of Prime Minister Mohammed Shia al-Sudani.
Today, Saturday, Representative Yasser Iskandar revealed the obstacles that hinder the holding of early elections in Iraq.
In March 2023, Parliament voted on the third amendment to the Elections Law, which re-adopted the single-district system for each governorate, with the Saint-Laguë proportional formula (with a difference of 1.7), while it did not address the idea of early elections.
Iskandar said that “until this moment, there is no agreement, whether announced or implicit, in the corridors of the political forces to proceed with early elections in the country,” indicating that “everyone agrees to hold the next parliamentary elections on their scheduled date after more than a year from now.”
He added that “the decision to hold early elections is not easy, whether politically or in terms of providing financial support, let alone its other preparations.”
Iskandar pointed out that “the government is proceeding with implementing its program and is achieving actual accomplishments on the ground,” noting that “there is no political intention to proceed with early elections.”
Writer and political analyst Ahmed Al-Khidr said on Friday that there is a major conflict that surfaced after Hanoun and Al-Maliki, and there are intersections within the Coordination Framework, and the leaders of the framework informed Al-Sudani of the existence of a defect and called for it to be fixed,” indicating that “there is an intersection of interests and the leaders of the framework have desires, and the first desire is for Al-Sudani not to be the man of the next stage, and to benefit from being the first man in the government, and to form alliances with governors who have influence in their governorates.”
He added that “all these intersections in the political scene may lead us to early elections, and these elections cannot take place without achieving Al-Maliki’s desire, and dividing the governorates into two or three districts, and this means preparing a new election law.”
On September 10, the leader of the framework, Aqeel al-Rudaini, confirmed that “the talk about the Coordination Framework withdrawing its support for al-Sudani is incorrect,” indicating that “the framework, with all its forces, is still strongly supporting the current government and its prime minister, and the success of the government is a success for all the forces of the framework.”
On September 8, Prime Minister Mohammed Shia al-Sudani expressed his dissatisfaction with the “distortion” of his government’s work in combating financial and administrative corruption by unnamed parties, hinting at a new ministerial change.
On August 19, arrest warrants were issued against senior officials in the office of Iraqi Prime Minister Mohammed Shia al-Sudani for their involvement in managing a wiretapping network that was uncovered inside the government palace in Baghdad last week, according to political sources.
Among the most prominent people against whom arrest warrants were issued were al-Sudani’s military secretary, Lieutenant General Abdul Karim al-Sudani, al-Sudani’s office director, Ihsan al-Awadi, and Ahmed Ibrahim al-Sudani, the office director of the intelligence service headed by al-Sudani.
On August 29, The New Region quoted security officials as saying that Mohammed Jouhi was only one of the tools used, and not the head, in this network.
He added that “he (Juhi) was reached through a link on one of the pages associated with him personally, where he led the National Security personnel directly to his home inside the Green Zone, where he was arrested.”
However, the report spoke of information from investigators indicating that the network targeted eavesdropping on the head of the Supreme Judicial Council.
This prompted the Judicial Council to deny it, and said in a statement that “there is no truth to what is being circulated in the media and social media about attempts to eavesdrop on Judge Faeq Zidane.”
Juhi’s case is a precedent that has not been witnessed by successive governments, while local voices are rising demanding accuracy and integrity in selecting employees for sensitive positions.
It is noteworthy that Prime Minister Mohammed Shia al-Sudani pledged on June 17 to achieve all the components of his government’s ministerial program, which was voted on by Parliament at the end of October 2022, stressing that establishing security is one of his priorities, in a statement that al-Sudani addressed to Iraqis on the occasion of Eid al-Adha.
Al-Sudani's government program included many articles, some of which focused on holding early elections and fighting corruption and loose weapons. Al-Sudani's government obtained the confidence of Parliament in October 2022.
The demand for early elections is one of the most prominent demands of the Sadrist movement led by Muqtada al-Sadr, which he called for before the formation of al-Sudani’s government by the Coordination Framework Alliance, and before al-Sadr retired from political work in August 2022.
