"In an unprecedented move" .. Political agreements pave the way for choosing the Speaker of Parliament

Amid the current political challenges, some political forces have reached preliminary agreements on moving forward with the selection of the Parliament Speaker.
This consensus comes after intensive consultations between the various parties with the aim of overcoming differences and achieving political stability.
The agreements reflect everyone's desire to strengthen the role of Parliament as a fundamental pillar in the democratic process, and it is expected that the coming days will witness practical steps to implement these understandings and move forward in the process of selecting the new Parliament Speaker.
Political researcher Muhannad Al-Rawi said, “The conflict over the presidency of parliament is still ongoing between Sovereignty and Progress,” pointing to “the great fragmentation within the Sunni house.”
He added, "In the near future, we will witness reactions, splits, and joining of some blocs," noting that "there are solutions on the horizon."
The heads of the Azm Alliance, Muthanna al-Samarrai, and the State of Law Coalition, Nouri al-Maliki, agreed to move forward with choosing the Speaker of Parliament.
The media office of the head of the State of Law Coalition stated in a statement that “Al-Maliki received in his office today, the head of the Azm Alliance, Muthanna Al-Samarra’i,” indicating that “during the meeting, the latest developments in the political situation and the challenges facing the country and the means to overcome them were discussed, as well as the necessity of continuing dialogues between the political parties to resolve the problems and enhance stability.”
The statement added, "The two sides agreed to move forward with choosing a Speaker of the House of Representatives to enhance the legislative and oversight role of Parliament and provide everything that serves segments of society."
The process of electing a new parliament speaker has been suspended since last November, when the Iraqi judiciary terminated the membership of then-parliament speaker Mohammed al-Halbousi, head of the Progress Party, following a lawsuit.
The Sunni forces failed to reach an agreement on a single candidate to fill the position of Parliament Speaker, after a marathon session held by Parliament on Saturday (May 25, 2024), which witnessed three rounds of voting for four candidates. The competition narrowed in the last two rounds between MPs Salem Al-Issawi and Mahmoud Al-Mashhadani.
Currently, with the Sunni parties still divided over the position, “Progress” is seeking to vote on opening the parliament’s internal regulations to enable it to run again, which is rejected by “Azm” and “Siyada,” who support resuming the election session and voting on the remaining candidates.
While the Shiite forces within the Coordination Framework Alliance, which constitutes the majority in Parliament, in addition to the two Kurdish parties, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, are taking a neutral position, calling on the Sunni forces to agree on a single candidate to support the election process, with the Coordination Framework Alliance, which includes the Shiite forces and has the majority in Parliament, stressing that the internal regulations of the Council will not be opened.
On November 14, 2023, the Federal Supreme Court, “the highest judicial authority in Iraq,” decided to terminate the membership of Parliament Speaker Mohammed al-Halbousi, following a lawsuit filed against him by MP Laith al-Dulaimi, in which he accused him of forging his (al-Dulaimi’s) resignation from membership in the House of Representatives. As a result, the Federal Court ruled to terminate their membership (al-Halbousi and al-Dulaimi).
On November 21, 2023, the Iraqi Parliament decided to officially terminate the membership of Parliament Speaker Mohammed al-Halbousi.
