Iraq
yesterday renewed his commitment to close the issues of missing
Kuwaitis and Kuwaiti property, stressing his support proposal UN
Secretary General Ban Ki-moon to appoint a representative of the
International Organization to act as a coordinator Gennady Tarasov, who
left office in December last year.

This came in a message sent by
the Iraqi ambassador to the United Nations, Hamid al-Bayati, to the
President of the Security Council, which he said «Based on the positive
developments in relations, Iraq - Kuwait and meet Iraq's continuing
obligations to the United Nations and most recently the arrival of
technicians Iraqis to Kuwait to join the UN mission in the third phase
of the project maintenance of the Iraq-Kuwait border in the 17th of
December last year, the Government of Iraq reaffirms its commitment to
continue to search for the missing Kuwaitis, and their desire to resolve
this humanitarian issue emotional, which enjoys a great deal of
importance to the Kuwaiti families.

A joint committee

He
stressed Bayati said his government «reaffirms its support for the
proposal Ban Ki-moon, that takes my missing Kuwaitis and Kuwaiti
property of a joint committee of bilateral or by a representative of the
secretary-general appointed for this purpose», adding that «Governments
reaffirm that such a move would facilitate Close this matter.

With
the end of the mandate of the Tarasov in the 31 of December 2012
suggested Ban Ki-moon to the Security Council to consider a number of
options to make sure that given this humanitarian care issues during the
next six months.

Based on the consultations that took place
recently in both Kuwait and Iraq earlier this month suggested the UN
Secretary General in his report to the council to take over the United
Nations Mission to help Iraq (UNAMI) task Tarasov or set interim
coordinator for six months or find coordinator last to replace Tarasov
or choose another person from the United Nations headquarters to
undertake this task.

Recalled that the Security Council still
consult on these options, while the Western countries on the Security
Council prefer to take one of the officials of the Secretariat of the
United Nations, while Russia favors the appointment of a temporary
high-level coordinator.

Diplomats said in a statement to KUNA
that due to the lack of a decision so far, it is possible to resort
Secretary General to appoint a successor to Tarasov, until these issues
are resolved humanity under resolution 1284.

below is the exact words from SG Ban Ki-Moons report to the UNSC back in Dec

Based on my consultations with the two Governments, I believe that intensified United Nations activities on the ground in assisting the Government of Iraq could yield concrete results on the issue of Kuwaiti missing persons and property. UNAMI could be particularly well suited for this task, in which case I would continue to report to the Security Council on the implementation and progress made on both issues. In this context, I would take into account the overall progress made by Iraq in the implementation of all its outstanding Chapter VII obligations, most notably the urgent need for tangible progress on its outstanding international obligations concerning the Iraq-Kuwait boundary maintenance project (Security Council resolution 833 (1993)) and the compensation of farmers (Security Council resolution 899 (1994)).

In light of the efforts of my High-level Coordinator

during his recent mandates, I am still exploring the best approach for the next period

for the work of the United Nations in this field. I am considering several options.
These include asking UNAMI to fulfil this role, an approach both parties noted was
acceptable to them; appointing an interim coordinator under the existing financial
arrangements; replacing the current High-level Coordinator upon his retirement with
another; or asking someone from United Nations Headquarters to assume this
mandate.

100% agree duck, but straight from Kuwait in a letter to the UN's, that a new mechanism under chapter 6 can be established after Iraq fulfill's all their obligations. don't expect anything until the next meeting , agenda being "situation between Iraq and Kuwait" happens every June and Dec.

In the letter, which was shared with the United Nations, Kuwait

expressed the hope that the Security Council would establish a new mechanism

under Chapter VI of the Charter of the United Nations through either: (a) the

appointment of a new High-level Coordinator; (b) the appointment of a new Special

Representative; or (c) the expansion of the mandate of UNAMI to include the issues

of missing Kuwaiti and third-country nationals and missing Kuwaiti property. The

letter further stated that this would happen after the fulfilment on the ground of

Iraq’s other outstanding obligations, specifically those related to the border

Looks to me Chapter VI would happen after the border issue is done:

"The letter further stated that this would happen after the fulfilment on the ground of

Iraq’s other outstanding obligations, specifically those related to the border."

The border is scheduled to complete by the end of March, this month.
