    Since the financial crisis in Iraq began after a drop in oil prices at the end of 2014, the Iraqi government has worked to issue a series of decisions to tackle Continuing and closed with the financial crisis projects to suit the government's inability to pay dues Iraqi companies, despite the fact that these decisions have been taken from one tip ends of the contracts and this is a precedent in the manipulation of the legal contracts and adapted to the interests of one side of both sides of the legal contract notice a strange phenomenon on administrative contexts in different state institutions, namely non-governmental contractual parties Iraqi government decisions commitment despite the issuance of these decisions of the highest executive powers in the country represented by the Council and the Prime Minister and the ministries of planning and finance. Where the contractual parties in different denominations continue to ignore these decisions despite its acceptance by the second party of the contracts concluded by reluctantly being outside the commercial and contractual contexts and global norms. The decision 347 a vivid example of ignoring the contractual parties to implement the decisions of the government and its procedures and different interpretations by seeing the officer responsible for the implementation of resolution in those contractual side. The absence of follow-up and strict accountability for the various administrative units make it persists in delaying the implementation of these decisions in terms that the resolution 347 issued in almost a year was not implemented it only scratched the thing in some institutions and are not fully implemented in other institutions, this disregard, neglect and lack of performance of government contractual parties to work correctly reverse a bad image about the credibility of the government and the strength of its decisions as well as the extensive damage suffered by the Iraqi private and public finance sector, it is necessary for the government, represented by the Council of Ministers and the Ministry of planning to take strict action against the contractual parties defaulting in the implementation of government decisions and consult a second party (the private sector) to find solutions and treatments to find the mechanisms required to implement the decisions with said sanctions would be taken against the defaulters in the same decision issued. Iraqi private sector has initiated the submission of proposals and find mechanisms to put the resolution 347 into effect and the attached form is one of those initiatives, if the contractual worked to pass this form sequentially located where the (planning department, the technical department and the finance department), we will find a streamlined and easy mechanism implementation of the resolution as well as the speed derived from the set time limits for sections to complete parts of their own in the form. The attached form is not a guarantee for the completion of transactions, but only guarantee the rights of the Iraqi banking companies in the benefits that came with the decision effective 30 days after the lifting of financial maturity of the company and the government's inability to repay the owed calculated. Has to be a real pause carried out by the prime minister and the Ministry of Planning (directly responsible for the implementation of government decisions on government contracts) to restore the prestige and power of government to the Iraqi decision and to stop abusive practices pursued by the contractual parties.
