    UNITED NATIONS, Jan 25 (KUNA) -- Kuwait on Friday requested the Security Council to retain the issue between Iraq-Kuwait on its agenda for the year 2013.

    In a letter to the Council's current President Masoud Khan of Pakistan, Kuwaiti Ambassador Mansour Ayyad Al-Otaibi said "I should like to notify you that the Government of the State of Kuwait wishes to see the following item retained on the list of matters of which the Security Council is seized: The situation between Iraq and Kuwait."

    Member states interested in retaining a particular item on the Council's agenda for the year have to notify the Council's president before the end of February.

    If those states fail to do so, the item drops automatically from the list of items the Council is seized of.

    Last week the United Arab Emirates requested that the issue of the three islands - Abu Mousa, little Tunb and greater Tunb - disputed with Iran, be also retained on the Council's agenda. (end)

    2. Revised procedure for deletion of items

    In 2008, five out of 25 items that had been identified for deletion at the beginning of the year
    were deleted, while the rest was retained for an additional year on the request of Member States.

    2. Phrasing of agenda items

    Given the importance attached to the phrasing of agenda items, in a Note by the President of the Security Council dated 18 April 2005,
    concerning formulation of the title of the agenda item for issues pertaining to Iraq, members of the Security Council announced the agreement reached as follows: Issues relating to the return of all Kuwaiti property, the repatriation or return of all Kuwaiti and third-country nationals or their remains, and the United Nations Compensation Commission would be considered under the agenda item entitled “The situation between Iraq and Kuwait”.     Kuwait requesting another year sets a time-table for an end to the situation between Iraq/Kuwait as long as both countries continue working together to "normalizing" their relationship, SG Moon's report to the UNSC has 3 option's, don't forget them, as "remaining siezed of the matter" not only applies to chapter 7

    settling the "lawsuit" Iraqi airlines is a very big step in "normalizing" their relationship with Kuwait(as outlined in SG's reports over many years). Don't forget that Kuwait "specifically" asked the UNSC to retain Iraq on their agenda for 1 year.

    The two countries recently made tangible strides that might contribute to resolving some pending issues of reparations of Saddam Hussein's invasion to Kuwait in 1990, including striking a $500-million deal to resolve a standoff with the Iraqi Airways that prevented the Iraqi planes from flying to destinations in the West.

    Observers see that such moves are helpful in ending the UN sanctions (known as "Chapter 7" sanctions) imposed on Iraq after the 1990 invasion.http://www.globaltimes.cn/content/748617.shtml
