For his part, the Minister of Water Resources said that the water crisis in Iraq is old, which contributed to the construction of dams and large irrigation projects in various cities before neighboring countries. He pointed out that the lack of coordination with neighboring countries that have established huge water projects and the absence of agreements with these countries and increasing demand for Water will increase water scarcity. Hassan al-Janabi said that the ministry has been able to put serious steps to address the water crisis by opening a discussion with Turkey and agreeing to activate a memorandum of understanding with Ankara signed years ago, noting that the most complex issue in the water file is the Eliseo dam on the Tigris River for rugs Turkey's control over this Tigris River within two years after it took over the Euphrates basin. He pointed out that water revenues decreased by 30 percent, and if projects are completed by the neighboring countries, Iraq will lose 40 - 45 percent of water revenues, as well as 80 percent of the water managed to allocate to the agricultural sector, which depends on state support. The Minister pointed out that the solutions to the water crisis are focused on finding a plan, time frame and financial resources. He pointed out that the ministry has set a plan for up to 2035, which requires 148 billion dollars, while continuing maintenance work and carrying out feasibility projects, calling for strengthening cooperation between all parties in Iraq to settle Water problems. Agricultural crops decline rate as approved by Royal Governor of Babylon , he explained that the scarcity of water in the province led to a decline in the proportion of agricultural crops and the migration of citizens to other cities, calling for a decision by the Ministry of Water Resources for the lifting tables lining. For his part, the Minister of Water Resources pointed to the quantities of water tables in Babylon and the proposed solutions to address the problem of water, including digging channels and continue lining the water tables and the establishment of pumping station to discharge water, pointing to the inability of the ministry to address the problems and the implementation of projects to the existence of obstacles, notably the scarcity of local allocations and conflicts, The establishment of 5 thousand liquefaction stations without coordination with the Ministry of Water Resources, promising to find a solution in agreement with the concerned authorities. In turn, Minister of Housing, Construction and Municipalities Ann Nafie pointed out that the ministry has drawn up a study on the possibility of financing the suspended Al-Hashimiya project, but the lack of financial allocation prevented the completion of the project and the ministry's inability to complete the project within the time limit in 2017. On the other hand, indicated that the 40 percent of the water goes to the river, noting the existence of projects under implementation to limit the water crisis, but stopped for lack of financial allocations and directed the Speaker of the House of Representatives to hold a special session on Sunday including the deputies of the governor of Babylon and the Committee on Agriculture and Marshlands and Ministry of Resources To discuss the water crisis in Iraq and Babylon specifically to reach effective recommendations and legal and presented in the meeting on Monday. Jabouri said in his speech to the protesters in the province of Babylon, the House of Representatives keen to find effective solutions and convincing of their problem.
