    The legal expert Haider al-Sufi that the surplus budget of the oil price difference can not be acted upon only through a supplementary budget approved by the House of Representatives. 

    Al-Sufi said in a press statement: "The surplus achieved by the budget from high oil prices now reached about $ 40 or more per barrel, but this surplus can not be acted by the government only through a special legal framework governing the exchange process." 

    He explained: "The legal framework is to provide a supplementary budget for the implementation of projects, either new or slower is not stipulated in the original budget for the current year." 

    The legal expert: "The supplementary budget needs to form a new parliament to vote on, in accordance with the legislative competence provided for in Articles 61 and 62 of the Constitution."

    He pointed out that "the House of Representatives, if not formed during the current year as a result of delayed announcement of the election results, he may add this surplus to the budget next year when it is approved after the government approved by the beginning, including amounts.
