    North Korean officials warned in a speech to the United States that nuclear disarmament talks were "once again at risk and could collapse," the CNN network quoted informed sources as saying on Tuesday.

    The 1950-53 Korean War ended with a truce agreement rather than a peace treaty, meaning that the United States-led United Nations forces are still technically at war with North Korea.
    The North has long said it considers ending the state of war officially vital to easing tension on the Korean peninsula.
    The United States is reluctant to declare an end to the war until North Korea gives up its nuclear weapons program.
    The Washington Post reported Monday that US President Donald Trump canceled a visit to North Korea that Pompeo was due to receive after the minister received a hostile letter from a senior North Korean official just hours after the date of the visit was announced last week.
    The letter was sent by Kim Yongchul, former head of North Korea's intelligence service, but did not know how to send it, CNN said. North Korea has been increasingly expanding through its mission to the United Nations, the Post said.
    The network added that the letter also said that if no settlement was reached and if the talks collapsed, North Korea would resume its "nuclear and missile activities".
    North Korean state media on Sunday accused the United States of "double dealing" and "preparing a criminal conspiracy" against Pyongyang but did not mention canceling Pompeo's visit.
    The content of the letter was not well known but it was hostile enough for Trump to cancel Pompeo's trip.
    The visit, which was planned this week, was announced the day before the message arrived and Pompeo was planning to introduce new special envoy Stephen Pigeon to his counterparts in North Korea.
    The White House referred Reuters questions to the State Department's report, which did not immediately respond to the request for comment.
    In canceling the visit, Trump publicly admits for the first time that his efforts to push Pyongyang out of nuclear weapons have been stalled since a summit with North Korean leader Kim Jong-un on June 12.
